The purpose of this circular is to explain the impact of a High Court judgment following a judicial review of the consultation process that informed the introduction of the Building (Amendment) Regulations 2018.

It explains that a small section of the regulations have been quashed, that a review of the ban on combustible materials being used on the external walls of high rise buildings is underway, and sets out the wider responsibilities under the building regulations.
