Social housing remediation data release: 31 March 2024

Data was collected from 1,496 registered social housing providers (RPs) of social housing via two separate surveys on their 11m+ residential building stock in England. A building-level survey was conducted by the Department for Levelling Up, Housing and Communities and an aggregate-level Fire Safety Remediation Survey (FRS) was conducted by the Regulator of Social Housing (RSH). Both surveys reflect data as at 31 March 2024.
The building-level surveys have been analysed and included in this release, which sets out details on the fire safety remediation of social housing buildings at an individual provider level.
The estimates in this data release may differ from those included in the Fire safety remediation in social housing in England data release, which is published by the Regulator for Social Housing and uses aggregate level data rather than building-level data. This is due to discrepancies between the aggregate-level return and building-level return for a small number of Registered Providers.
It is split into 3 sections:
1. Responsibility for social housing 11m+ in height, indicating the total number of buildings in England over 11 metres which contain at least 1 unit of social housing, for which each provider is the Responsible Entity, and the number that require External Wall System (EWS) life-critical fire-safety remedial works at the time of their most recent assessment.
2. Progress with work assessments, setting out the number and proportion of buildings that have had a recent works assessment and how many as a result have been confirmed to require External Wall System (EWS) life-critical fire-safety remedial works.
3. Remediation status, showing the number and proportion of buildings requiring EWS life-critical fire-safety remedial works at the time of their most recent assessment, where remediation plans are unclear, are planned, have started or have been completed.
Provider-level data notes:
- 430 registered social housing providers reported that they were responsible for at least one building that is 11m+. This release is based on those 430 providers’ data returns as at 31 March 2024.
- 231 registered social housing providers have five or fewer 11m+ buildings (which may or may not require EWS life-critical fire-safety works). These have been grouped together in the ‘Other RPs’ row in the data table, in order to avoid inadvertently identifying individual buildings with EWS life-critical fire-safety defects. The ‘Other RPs’ group has been marked with a asterisk (*). The remaining 199 providers are listed individually in the tables.
1. Responsibility for social housing 11m+ in height
In total, 430 providers reported in their building-level survey that they are responsible for 17,382 residential buildings above 11m in height which contain at least one unit of social housing. Of these, the most recent building work assessments* indicate that 1,818 buildings have been identified as having life-critical fire-safety defects relating to the External Wall System (EWS). This excludes 3 buildings identified with unsafe EWS cladding which have been decanted prior to demolition.
A provider-by-provider breakdown of buildings reported in the building level survey can be found in table 1. The total number of buildings identified as having life-critical fire-safety EWS defects may differ from the total reported in the Fire safety remediation in social housing in England data release, which uses data from aggregate-level returns.
199 providers with more than five buildings are shown in table 1. Those providers are responsible for 16,849 residential buildings above 11m in height which contain at least 1 unit of social housing. This accounts for 97% of all buildings reported in the building level survey. Of these, the most recent building work assessments* indicate that 1,792 buildings have been identified as having life-critical fire-safety defects relating the External Wall System (EWS). This excludes 3 buildings identified with unsafe EWS cladding which have been decanted prior to demolition.

This table shows two metrics, by provider:
- the total number of buildings in England over 11m for which the social housing provider is the Responsible Entity and which contain at least one unit of social housing. This is not the total number of buildings that need remediation: it also includes buildings that require no remediation or where this is yet to be determined. A ‘Responsible Entity’ is the organisation that has the legal obligation or right to carry out the remediation works. The Responsible Entity may be the building’s freeholder or head leaseholder, registered provider of social housing or a management company or Right To Manage (RTM) company that has primary responsibility for the repair of the property.
- the number of these buildings that have been assessed* and found to require External Wall System (EWS) life-critical fire-safety remedial works, including buildings which have both EWS and non-EWS defects. This includes buildings where the works may be funded by the social housing provider, a government remediation scheme or by the original developer if they have signed the developer remediation contract. These figures have been self-reported by providers in a building-level survey which has been submitted to the Department for Levelling Up, Housing and Communities and may differ from the number of buildings with life-critical fire safety risks included in the Fire safety remediation in social housing in England1 data release, which uses aggregate level data submitted to the Regulator of Social Housing.
*A building works assessments should comply with the requirements of the Fire Safety Order, for example a Fire Risk Assessment or Fire Risk Appraisal of External Walls assessment (FRAEW). The estimates include 2 buildings where an assessment has been imputed by DLUHC. These 2 buildings were reported as having no works assessment in the building level survey, however they were reported to have External Wall System defects under the following survey question: ‘Based on the most recent Fire Risk Assessment that complies with the requirements of the Fire Safety Order, what do the defects relate to?’

2. Progress with work assessments
In total, 17,097 of the 17,382 buildings that are reported in the building level survey above 11m (98%) have had an assessment*, of which 1,818 (10% of all buildings) have been identified as having life-critical fire-safety defects relating the External Wall System (EWS) in the most recent assessment.
A provider-by-provider breakdown on the progress of work assessments reported in the building level survey is show in table 2. The total number of buildings identified as having life-critical fire-safety EWS defects may differ from the total reported in the Fire safety remediation in social housing in England data release, which uses data from aggregate-level returns.
Of the 199 providers named in the table below (by virtue of having more than five relevant buildings), 186 providers (93%) have assessed 100% of their buildings, A further 10 providers (5%) have assessed more than two thirds of their buildings. 3 providers (2%) have assessed fewer than two thirds of their buildings.

3. Remediation status
Of the 1,818 buildings that require EWS remediation at the time of their most recent assessment, 103 buildings (6%) have completed remediation*, 528 buildings (29%) have started remediation works, 700 buildings (39%) have not started works but have plans in place and 487 buildings (27%) have plans which are unclear from the survey. This is either because works have not started and there are no plans in place, or the remediation status has been left blank in the survey.
A provider-by-provider breakdown on the progress of remediation reported in the building level survey is show in table 3. The total number of buildings under each category may differ from the totals reported in the Fire safety remediation in social housing in England1 data release, which uses data from aggregate-level returns.
Of the 199 providers named in the table below (by virtue of having more than five relevant buildings), 108 (54%) have identified at least one building that has life-critical External Wall System (EWS) defects.
There is significant variation in the progress that the aforementioned 108 named providers have made towards remediating their buildings: 5 of those providers (5%) have completed* remediation on all of their buildings, 58 of those providers (54%) have started or completed* remediation on at least one building, and 45 of those providers (42%) have not started works on any building (although 29 have plans in place for some or all of their buildings requiring EWS works).
This does not necessarily mean that 45 providers have not conducted any remedial works on their buildings. The survey requested information based on the latest works assessment as of 31 March 2024. Therefore, if a provider has historically completed remedial works on a building and the latest works assessment has deemed the building as safe, then it will not be included in these estimates. Of the 45 providers that have not started works, 29 have plans in place for some or all of their buildings requiring EWS works.
*which could include buildings whose remediation work has been completed but awaits building control sign off and those awaiting an subsequent assessment to confirm no outstanding life-critical fire-safety defects.
Table 3: Progress with remediation
This table only includes buildings that have been assessed and found to require EWS life-critical fire-safety remedial works at the time of their most recent assessment. Please see table 1 for further details.
It shows, by provider, the proportion of buildings that providers are the Responsible Entity for, where:
- remediation plans are unclear from the survey
- remediation has not started, but works are planned
- remediation has started
- remediation has been completed (although these may require reassessment to confirm the building is now safe)
A blank row signifies that the provider does not have any buildings above 11m in height that have been assessed as having EWS life-critical fire-safety remedial works at the time of their most recent assessment.
