Outlines statutory guidance that councils outside London must follow when issuing penalty charges for bus lane or moving traffic contraventions (for example, ‘no entry’ or box junctions).

This includes the procedures to be followed by both parties when motorists wish to dispute a penalty charge notice (PCN) with the local authority.

The guidance also sets out how to appeal to an independent adjudicator if a motorist’s case is rejected. The adjudicator’s decision is final.
