Information explaining how to establish an AQPS for bus services in line with the Bus Services Act 2017.

The guidance states the statutory and non-statutory requirements of establishing an AQPS.

AQPS allow local authorities to set passenger service standards with bus operators in their area.

An AQPS is one of 3 options available to local authorities when working in partnership with bus operators. Other alternatives are Franchising or Enhanced Partnerships.

The agreement choices for authorities are stated in Bus Service Act 2017: new powers and opportunities.
