Details
On 13 October 2020, the Cattewater Harbour Commissioners made a formal application to the Marine Management Organisation (“MMO”) under Section 14 of the Harbours Act 1964 for a Harbour Revision Order (“HRO”).
The Cattewater Harbour Revision Order (“the Order”) amends the harbour limits to include those parts of the harbour premises currently outside the existing limits and provides the harbour authority with modernised powers of general and special direction and powers relating to borrowing and the laying and licensing of moorings.
The Order also sets out the penalty for offences relating to moorings and failure to comply with directions.
The Order includes saving provisions for the Queen’s Harbour master and the Dockyard Port of Plymouth.

The statutory 42-day public consultation on the HRO ran from 8 June 2021 to 19 July 2021.
The MMO approved the making of the Order on 25 March 2025, details of the decision-making process can be viewed in the Harbour Revision Order and decision report attached to this page. The Order will be laid before parliament on 27 March 2025 and will come into force on 17 April 2025.
