On 13 October 2020, the Cattewater Harbour Commissioners (“the applicant”) made a formal application to the Marine Management Organisation (“MMO”) under Section 14 of the Harbours Act 1964 for a Harbour Revision Order (“HRO”).
If made, the proposed HRO would amend the harbour limits to include those parts of the harbour premises currently outside the existing limits. The order would also confer on the applicant modernised powers of general and special direction and powers relating to borrowing and the laying and licensing of moorings.
The order also sets out the penalty for offences relating to moorings and failure to comply with directions. The proposed order includes saving provisions for the Queen’s Harbour master and the Dockyard Port of Plymouth. More information about the proposals can be viewed in the statement in support and the draft HRO. The statutory 42-day public consultation on the HRO starts on 8 June 2021 and ends on 19 July 2021. An objection or representation should:
- Be received before the expiry of a period of 42-days consultation period;
- Be made in writing and quoting reference HRO/2020/00006;
- State the grounds of the objection or representation;
- Indicate who is making the objection or representation; and
- Give an address to which correspondence relating to the objection or representation may be sent.
