This paper develops a framework for assessing the economic, environmental and social risks and impacts of Chalara.

Although the evidence synthesised here helped to inform the Chalara Management Plan this paper is not intended to provide a detailed policy appraisal, but rather to highlight the values at stake and to identify some of the analytical issues raised in appraising and developing response options. It also offers a broader framework for assessing other potential tree and plant diseases which can be developed in response to the work of the Tree Health and Plant Biosecurity Expert Taskforce.
