This statutory guidance is for:

  • local authorities
  • complaint managers
  • managers and practitioners for local authority children’s services
  • local safeguarding children’s board partners

It also applies to:

  • foster carers
  • other adults making a complaint

It relates to the following legislation and issued under section 7 of the Local Authority Social Services Act 1970 which means that, except in exceptional circumstances, local authorities must act in accordance with this guidance:
