Children’s social care national implementation board
The board brings together strategic leaders and people with lived experience of the care system to advise on the reform programme for children’s social care.
About the board
The government set out its plans to transform children’s social care through an implementation strategy and ‘Stable homes, built on love’ consulation on 2 February 2023. It provides a vision for how we will keep children safe, help families overcome challenges, and make sure children in care have stable, loving homes, long-term loving relationships, and opportunities for a good life.
As part of their role on the national implementation board, strategic leaders and people with personal experience of the care system will advise on the stable homes, built on love reform programme.
Members will provide advice, support, and constructive challenge on how the children’s social care reform is implemented and delivered, and consider the risks involved.

The current members are:

- Martyn Oliver, His Majesty’s Chief Inspector at Ofsted
- Angela Frazer-Wicks, parent, Chair of Trustees of Family Rights Group
- Anne-Marie Connelly, care leaver, working with Action for Children
- Anthony Finkelstein, Fellow of the Royal Academy of Engineering, President of City, University of London, and computer scientist
- Isabelle Trowler, Chief Social Worker for Children and Families for England
- Janet Kay, adopter and kinship carer
- Jill Colbert, Chief Executive of Together for Children and Director for Children’s Services in Sunderland
- Andy Smith, President of the Association for Directors of Children’s Services
- Rachel De Souza, England’s Children’s Commissioner
- Tom Riordan, Chief Executive of Leeds City Council

The board will meet 4 times a year.
