Circular 011/2016: police pay award 2016 to 2017 and linking to the ARC threshold

1. Police pay award 2016

On 6th July, the Home Secretary announced her decision in relation to the recommendations of the Police Remuneration Review Body (PRRB) and the Senior Salaries Review Body (SSRB).

The pay award takes effect from 1 September 2016 and includes:

  • a 1% increase to base pay for all ranks
  • a 1% increase to the London weighting payment
  • a 1% increase to the dog handlers’ allowance
  • increased flexibility for South East forces to vary location-based allowances
  • alignment of mileage expenses to standard HMRC rates

This applies to all police officers in England and Wales.

It should be noted that although mileage rates are now aligned to standard HMRC rates, national structures for the payment of motor vehicle allowances remain unchanged.

2. Assessing and Recognising Competence (ARC)

The Secretary of State has agreed to amend the determination under regulation 24 of the Police Regulations 2003 (Annex F - Pay) to link police officer pay progression to the College of Policing’s Assessing and Recognising Competence model – Foundation level.

This applies to all constables in England and Wales at pay point 3.

The amendments implement relevant parts of the 2014 Police Negotiating Board agreement, as published in PNB Circular 2014/24(Advisory). They should be read in conjunction with College of Policing guidance on ARC, which is published on their website. Any queries about the ARC process should be directed to the college.

The effective date of these changes is 1 January 2017.
