A. Commitments to eliminate Stigma and Discrimination

Provide annually updated country specific data showing the degree to which States Parties to the UN CRPD are meeting their obligations in matters of Digital Accessibility for Persons with Disabilities including for Web sites, TV, mobile, e-books, access to broadband, Assistive Technologies, e-government and Smart Cities, Employment, Education and Public Procurement. Publish DARE Index – Digital Accessibility Rights Evaluation Index in partnership with organizations of persons with disabilities in more than 100 countries.
Timeframe and/or implementation plan (75 words limit)
First release at the time of the Global Disability Summit 2018 with results for 121 countries. Annual update thereafter. Production of benchmarking tools based on DARE Index data for local advocates by August 2019.

Develop a global program of awareness and practical guidance for States Parties to the UN CRPD to support improved access to justice to persons with disabilities consistent with the objectives and principles of Article 13 of the CRPD.
Timeframe and/or implementation plan (75 words limit)
First release at the time of the Global Disability Summit 2018 of report summarizing data from global survey of Disabled Persons Organizations worldwide and their perspective on barriers to access to justice and possible technology solutions. Follow-up in 2018-19 by developing more detailed analysis of barriers and solutions, including in specific developing countries, to be implemented among court and justice systems along with providing direct awareness raising of and training for courts, legal experts, and persons with disabilities.
B. Commitments for Inclusive Education

Develop an Inclusive Higher Education Forum and Community of Practice within the International Association of Accessibility Professionals focused on making campuses and higher education digitally accessible to students and faculty with disabilities. Provide accessibility training and certification resources to universities seeking to train their faculty and employees in accessibility requirements, solutions and implementation.
Timeframe and/or implementation plan (75 words limit)
Expand membership and active participation in those activities to at least 60 leading universities by 2019 and 120 by 2020 covering at least 30 countries.

Empower Ministries of Education worldwide to create inclusive education policies, reference global accessible technology standards, and lead more productive discussions with technology providers.
Timeframe and/or implementation plan (75 words limit)
Develop and release in Q4 of 2018 two new G3ict Inclusive Education tools for education ministries and school systems worldwide. New tools will focus on 1) supporting ministries and schools in implementing policies to ensure they procure only accessible ICTs and 2) being more effective in engaging technology vendors on ICT accessibility and digital inclusion topics.
C. Commitments for Economic Empowerment

Provide guidance to States Parties to the UN CRPD in implementing Public Procurement rules to promote the accessibility of products and services. Complement G3ict policy development work by the release by IAAP of an international certificate in accessibility proficiency for procurement officers of the public sector and purchasing managers of the private sector.
Releasing certification program by end of 2018. Policy models and templates already released. Throughout 2018-19, consulting with governments worldwide on adopting accessible ICT procurement policies and global ICT accessibility standards.
D. Commitments for Technology and Innovation

Consistent with the CRPD, SDG11, and the New Urban Agenda, support digital inclusion and accessibility in urban environments and cities by developing inclusive city tools and promoting inclusive Smart Cities strategies to ensure that digital services and smart city solutions are made accessible to Persons with Disabilities and promote innovation in digital services and assistive solutions for independent living in urban areas. Timeframe and/or implementation plan (75 words limit)
Develop and release in 2018-2019 two new Smart Cities for All tools for cities worldwide. New tools will focus on 1) assessing and benchmarking level of city ICT accessibility and digital inclusion and 2) promoting urban innovation ecosystems that produce technology and smart city products and services that are accessible to all citizens. Reach out to and engage with at least 30 major urban areas in 10 countries by the end of 2019.

Expand the number of professionals trained and certified in Digital Accessibility by offering the following certification programs globally: *Certified Professional in Accessibility Core Competencies *Web Accessibility Specialist *Accessibility in Procurement Specialist *Accessible Digital Document Creator

Reach a combined number of certified professionals of 1,000 in at least 30 countries by the end of 2018. Reach a combined number of certified professionals of 2,500 by 2020.
E. Commitments for Data Disaggregation

Continue to collect data on digital barriers in cooperation with organizations of persons with disabilities around the world, keeping in mind that disability is the result of an interaction between an impairment and the inability or unwillingness of society to provide accommodation. Collecting data on individuals only covers 50% of the disability equation, the other 50% are environment variables.
Since 2011, moving forward with continuous data collection and publications.
