We commit to supporting policy, legislation and its implementation that strengthen anti-discrimination laws, policies and strategies, and to prioritise the representation and empowerment of persons with disabilities in our advocacy efforts. We commit to advocating for greater investment in disability inclusive education.

We commit to supporting and advocating for programs and practices that advance inclusive quality education for all persons with disabilities. We will advocate for targeted investment and resources that implement inclusive education and support and provide input on policy, standards and regulations for inclusive education in all education policy and programs.

C. Commitments for Economic Empowerment

We commit to supporting education programs that provide social protection and skills training for people with disabilities. We will advocate for education programs that ensure foundational skills are attained for all, including numeracy and literacy. Additionally, we will advocate for programs that provide accessible schools that fully consider persons with disabilities in their infrastructure.

D. Commitments for Technology and Innovation

We will advocate for national standards and or local adaption of WHO guidelines for Global Cooperation on Assistive technology. We will urge policymakers and USAID officials to review implementation strategies for their Training, Economic Empowerment, Assistive Technologies and Medical Rehabilitation program to ensure policy and practice aligns with the UN Convention on the Rights of Persons with Disabilities (CRPD). We will advocate for support for programs, such as the Global Partnership for Education (GPE), which fund assistive technology in developing countries.

In order to understand the extent and scope of challenges faced by persons with disabilities on a global scale, a clear understanding of and use of data and evidence is necessary. GCE-US commits to support the Inclusive data charter for the purpose of gathering and disaggregating data related to persons with disabilities.

F. Commitments for Women and Girls with Disabilities

Women and girls with disabilities face multiple forms of discrimination, which impact their full inclusion in society. GCE-US commits to support and advocate for targeted policy, legislation and implementation strategies, which prevent and address violence again women and girls with disabilities by institutions and individuals. GCE-US also commits to urge US policymakers to champion humanitarian legislation which supports the full inclusion of quality education especially for girls and women with disabilities.

G. Commitments for people with disabilities in Humanitarian Contexts

A 2015 study, pdf 3MB indicated that 75% of people with disabilities do not have access to basic necessities, such as food, water and shelter during humanitarian crisis. GCE-US commits to advocate for national and international policy and targeted interventions, which promote inclusive humanitarian responses and uphold the Charter Inclusion of Persons with Disabilities in Humanitarian Action. GCE-US aims to continue to promote the inclusion of people with disabilities in humanitarian contexts, as it relates to education in emergencies.
