In July 2019, the Committee on Climate Change (CCC) published its annual report on progress in reducing UK emissions, assessing the government’s climate change mitigation activity.

It also published its biennial report on progress in preparing for climate change. This provided a first assessment of progress in implementing the government’s second National Adaptation Programme (NAP), published in July 2018. The NAP covers England and Reserved matters.

We have published here the government responses to both reports.

The government response to the ‘Reducing UK emissions’ report – Leading on Clean Growth – sets out:

  • the progress we have made towards meeting UK carbon budgets
  • our plans for further policy action to deliver on the commitments in the Clean Growth Strategy
  • our response to the recommendations in the CCC’s report on reducing emissions

The government response to the report on ‘Progress in preparing for climate change’ addresses the CCC’s 12 recommendations on preparing for the impacts of climate change. It covers:

  • overall adaptation progress, including activity in the natural environment, infrastructure, people and the built environment
  • business sectors under the second National Adaptation Programme (2018 to 2023)

The NAP follows from the UK’s second Climate Change Risk Assessment.
