The Committee on Fuel Poverty’s 2024 Annual Report, ‘Can fuel poverty be ended’, argues that current policies to reduce fuel poverty have not continued a downward trajectory in the number of fuel poor households. In addition, the report suggests that the Low Income, Low Energy Efficiency (LILEE) metric should be reviewed as it no longer captures the full range of households facing unaffordable bills.

The report states that without a change in government policy, including more effective and fully resourced energy efficiency programmes to where they are most urgently needed, we cannot expect next year’s statistics to show a significant drop in levels of fuel poverty.

The report urges a future fuel poverty strategy to include ‘a guarantee of affordable energy for all’ and consideration should be given to low-income households who may not be in receipt of state benefits.
