The Committee on Fuel Poverty’s 2018 Annual Report identified that the Government’s first strategic fuel poverty strategy Band E milestone in 2020 can only be met with significant additional investment. The Committee have recommended to Government a new, innovative programme to help the achievement of the Band E 2020 and future Band D 2025 milestones.
This proposal is for a new £1.08 billion Treasury funded household energy efficiency programme ‘Challenge Fund’ to run from April 2020 to April 2022.
The fund would complement the existing Energy Company Obligation (ECO3) programme and the Private Rented Sector Minimum Energy Efficiency Standards Regulation. It would be focused primarily on fuel poor owner occupied Band E/F/G households but would also be available to private landlords who need more than £3,500 to upgrade their Band F/G properties to Band E. The Challenge Fund would also accelerate progress towards the 2030 target.
