This guidance has been produced with a foreword by the First Parliamentary Counsel, Elizabeth Gardiner CB QC (Hon). The guidance, produced in collaboration with other legislative drafting offices in the United Kingdom, identifies commonly occurring policy issues and analyses possible legislative solutions.
