Interministerial Group for Transport Matters Communiqué: 19 November 2024

The Interministerial Group for Transport met virtually on 19 November 2024. The meeting was chaired by John O’Dowd MLA, Minister for Infrastructure, Northern Ireland Executive.

The attending ministers were from the:

  • Scottish Government: Fiona Hyslop MSP, Cabinet Secretary for Transport
  • Welsh Government: Ken Skates MS, Cabinet Secretary for Transport and North Wales
  • UK Government: Lilian Greenwood MP, Future of Roads Minister
  • Northern Ireland Executive: Dr Caoimhe Archibald MLA, Minister for Finance (motor insurance item only)

The chair welcomed all attendees to the meeting.

The discussions focused on matters surrounding bus reform and the motor insurance taskforce.

Ministers present detailed the approaches their respective governments are taking in relation to bus services and discussed areas in which further work could be undertaken to share knowledge, challenges, experience and good practice.

The discussions covered topics including:

  • reform
  • innovation and digitisation of services (mobility as a service)
  • smart ticketing
  • accessibility and safety

In addition, ministers considered the impacts of current motor insurance premiums and how the motor insurance taskforce can work with industry and the devolved governments to mitigate impacts on drivers.

The ministers in attendance welcomed their respective governments continuing to collaborate, where possible, whilst respecting the devolution settlements.

In closing, ministers discussed the opportunity to consider motoring tax and the zero emissions vehicle (ZEV) mandate at a future meeting.
