July 2024 — NCTS Phase 5: unloading remarks

We have been issuing regular updates to help you understand changes relating to the implementation of the New Computerised Transit System (NCTS) Phase 5 on:

What has changed

Previously, if an authorised consignee was not able to submit an IE044 (unloading remarks) message to NCTS Phase 4, the NCTS supervising office was able to submit the message on their behalf.

In NCTS Phase 5, the NCTS supervising office can no longer submit an IE044 message on behalf of an authorised consignee.

This came into effect on:

  • 28 June 2024 in NI (XI)
  • 1 July 2024 in GB (GB)

What you need to do

If you are unable to submit the IE044 message you should contact your software provider to investigate the fault and attempt to resubmit the IE044 message.

If your software provider cannot resolve the issue, you should contact the NCTS supervising office or the NCTS helpdesk. You may need to provide additional information so our IT support team can carry out further investigations. 

If you are submitting unloading remarks through the portal on GOV.UK, and you have any issues, you should contact the NCTS helpdesk or NCTS supervising office to report the fault for investigation.
