This document updates the February 2010 assessment to reflect the latest policy developments on the community infrastructure levy and latest available data on market conditions in the land market.

The quantified costs and benefits of a community infrastucture levy as a whole are assessed relative to the previous section 106 planning obligations system. This assessment includes an assessment of the cost and benefits of reforming the community infrastructure levy, to set out the impacts of the changes proposed by our package of primary and secondary legislative changes to hand more power over the operation and use of the community infrastructure levy to councils and communities.
