Details
Bus operators that take part in the English National Concessionary Travel Scheme (ENCTS) receive reimbursement from travel concession authorities.
If a bus operator believes that the level of reimbursement they receive is lower than it should be, they can appeal to the Secretary of State for Transport. They can also appeal against taking part in ENCTS.

The Department for Transport (DfT) appoints an independent decision-maker to determine appeals on behalf of the Secretary of State.
Forms are sent to both operators and travel concession authorities (TCAs).
The Mandatory Travel Concession (England) Regulations 2011 state in Regulation 25 that the Secretary of State for Transport may request the applicant operator, TCA or both to submit further documents. This may include the data form which should be completed in accordance with the department’s current guidance.
