This publication sets out a detailed analysis of the responses to the Government’s consultation paper (Cm. 6886, ISBN 9780101674423), issued in July 2006, as well as responses made at stakeholder events and discussion forums held in relation to it.

This Command Paper was laid before Parliament by a Government Minister by Command of Her Majesty. Command Papers are considered by the Government to be of interest to Parliament but are not required to be presented by legislation.
