CSSF cyber and technology programme lot 3: research and analysis

Future programme scoping (£1.0 million)
The requirement is to scope measurable and achievable programme funded interventions to support delivery of the UK’s Integrated Review and the emerging, new UK National Cyber Strategy objectives. The scoping will recommend which policy priorities should be the primary and secondary focus of a future multi-year cyber capacity building programme in specific countries/regions.
Recommendations will need to be evidence based, and approved by key stakeholders (policy owners) and governance bodies.
The scoping will involve several government departments with an interest in cyber capacity-building (FCDO, Home Office, NCA, DCMS, Cabinet Office, NCSC and other agencies), making the business case for at least a three-year programme to achieve specific and measurable policy impact in the following countries/regions (in order of priority):
a) India
b) Indo-Pacific region (as described under lot 2)
c) Africa (as described under lot 2)
d) Central and Eastern Europe
As mentioned, it is likely a prime implementer would need to be supported by consortium partners to deliver all of the above research and analysis for the business cases, across all of the geographic regions. We will also accept bids that focus on a sub-set of the countries/regions listed.
The scoping outputs will be used to support business cases for future programmes, following the HMT Green Book Five Case model. We expect the scoping outputs to focus on the Strategic and Economic (Appraisal) Case parts of this model. If the business cases are approved, the further design, build and implementation of the programmes will be a separate procurement project.
We would expect to receive initial outputs by end of August 2021, in time to input in to the Strategic Outline Business Case, with further detailed outputs provided by end of December 2021for input in to the Outline Business Case. Further support may be required for the Final Business Case by end of March 2022.
You may be required to provide additional research and analysis for FCDO and other departments and agencies.
