Details
The 2021 Integrated Review of Security, Defence, Development and Foreign Policy (IR) set out the government’s strategic approach to international security and counter proliferation. The Integrated Review Refresh 2023 (IR2023) reflects changes in the global context since 2021.
The Counter Proliferation Programme is the only dedicated fund across government supporting counter proliferation activity. Through the Counter Proliferation Programme, the UK seeks to:
- maintain a leading role in defending and strengthening international counter proliferation architecture and its implementation
- increase international action against the most acute counter proliferation threats
The annex provides more detail on our programme priorities for financial year 2025 to 2026.

How to apply

Projects can be single state, multi-country, regional or global in scope. You must submit your project proposal using the project proposal forms.
For financial year 2025 to 2026, the Programme cannot fund projects which qualify for Official Development Assistance (ODA).
We encourage you to discuss project ideas with the relevant policy leads in the Counter Proliferation and Arms Control Centre (CPACC) before submitting proposals. To find out who the relevant policy lead is, or for any other questions, email CounterProliferation.Programme@fcdo.gov.uk
Submit your proposal by 11:59pm UK time on 16 February 2025. We will issue the results by 14 April 2025.
