This paper is a general guide for communicating counter terrorism messages with community audiences.

Based on qualitative research by the Research, Information and Communications Unit (RICU), the paper suggests ways to make the messages unambiguous and properly targeted to achieve maximum effectiveness and avoid having a negative impact on our audiences.

It includes:
• General principles for communicating with community audiences;
• The topline CT messages - unpacked into detailed messages;
• Guidance on the use of specific terminology.

However, as this is a sensitive area, we must continue to listen to our audiences to understand the impact of our communications activity.
