Samoa and Vietnam will no longer be eligible for unilateral preferences when the new Developing Countries Trading Scheme (DCTS) comes into force in early 2023. From that point on, they will have to trade under their respective free trade agreement (FTA) arrangements.
Cambodia, Indonesia, Laos, Myanmar and Philippines will be able to cumulate with Vietnam in the DCTS.
