The government has published the terms of reference for the Cranston Inquiry.

The independent, non-statutory inquiry will be designed to allow a full investigation into the circumstances of the deaths to take place in the absence of a normal coroner’s inquest. It will also be independently chaired by Sir Ross Cranston.
