The report by Sustrans:

• identifies the pre-existing planned monitoring and evaluation activities of the 8 cycle cities
• identifies gaps and inconsistencies in monitoring and evaluation methodologies and makes recommendations that will improve the potential for cross-programme comparisons
• explores the extent to which cross-programme baselines can be established
