The Traffic Commissioner for North West England decided:

On findings pursuant to Section 13A,13B, 13C and 13D of the Goods Vehicle (Licensing of Operators) Act 1995

  • The application for a standard national goods vehicle operator’s licence by AVA Skip Hire Limited OC2064702 is granted with immediate effect authorising the use of 1 vehicle.

  • The following undertakings shall be recorded on the licence of AVA Skip Hire Limited OC2064702:

  i) AVA Skip Hire Limited will provide original or copies (verified by the issuing bank or building society) of financial evidence in the name of AVA Skip Hire Limited covering the period 1 October 2023 to 31 December 2023 to the Office of the Traffic Commissioner at Golborne by no later than 31 January 2024. This must show that the operator has continued to meet the required level of available finance throughout the period by reference to an average balance, dependent on the rates applicable at that time. Rates to be found in the Senior Traffic Commissioner’s Statutory Document No. 2 https://www.gov.uk/government/publications/traffic-commissioners-finance-march-2019 Where originals are not available each statement must be stamped and authenticated by the bank/building society.

  ii) The operator will arrange an independent audit to be carried out by the RHA, Logistics UK or other suitable independent body in December 2023. The audit will assess the systems for complying with maintenance and drivers’ hours requirements, and the effectiveness with which those systems are implemented. The audit should cover at least the applicable elements in the attached annex. A copy of the audit report, together with the operator’s detailed proposals for implementing the report’s recommendations, must be sent to the Office of the Traffic Commissioner at Golborne within 14 days of the date the operator receives it from the auditor and by no later than 31 January 2024.

  iii) William Scott Harrison (dob 28 July 1965) will not be employed by the Operator and will not be involved in any capacity in the Operator’s business unless with the prior written consent of the Traffic Commissioner.
