The Traffic Commissioner for North West England decided:
- The standard national goods vehicle operator’s licence of David Wrennall and Christine Wrennall trading as D & C Wrennall OC1071909 is suspended for 14 days. This direction will take effect from 23:45 hours on Friday 29 July 2022 until 23:45 hours on Friday 12 August 2022 I also direct in accordance with the provisions of section 26(6) of the Act that vehicles PN22 EOJ, PN22 EOK, PG16 KAE, PK67 UWB and PN16 OBA should not be used under any other operator licence during the period the suspension is in force.
- The appointment or Richard George Iddon as Transport Manager is confirmed with effect from 13 June 2022.

The following undertakings shall be recorded on the licence:
i) The operator will arrange an independent audit to be carried out by the RHA, Logistics UK, or other suitable independent body in January 2023. The audit will assess the systems for complying with maintenance and drivers’ hours requirements, and the effectiveness with which those systems are implemented. The audit should cover at least the applicable elements in the attached annex. A copy of the audit report, together with the operator’s detailed proposals for implementing the report’s recommendations, must be sent to the Office of the Traffic Commissioner at Golborne within 14 days of the date the operator receives it from the auditor and by no later than 28 February 2023.
ii) By 30 September 2022 drivers used by the operator are to comply with HMRC guidance on employment of drivers. The operator will provide to the Office of the Traffic Commissioner at Golborne by 30 September 2022 documentary evidence that driver Stewart Pilkington has been engaged on a contract of employment.
