DECISION

On a finding that the Applicant has failed to satisfy me to the civil standard of proof: i) that at the time the vehicle was detained the Applicant was the owner of the vehicle; or ii) that, although at the time the vehicle was detained, the person using the vehicle held a valid licence (whether or not authorising the use of the vehicle),
the application for the release of vehicle B170 6BA, is refused.
