SUMMARY OF DECISION

The restricted public service vehicle operator’s licence under reference PD1065585 held by Mr Peter Douglas is revoked from 2359 hours on 30 September 2024 under sections 17(3)(d) [loss of good repute], 17(3)(aa) [breach of the general undertakings that attach to the operator’s licence], 17(3)(c) [prohibition] and 17(3)(e) [material change(s) since the licence was granted which includes the two fixed penalty notices in this case] of the Public Passenger Vehicles Act 1981 (as amended), (the “Act”).

Exceptionally no order of disqualification is made in this case but should Mr Douglas ever want to re-enter the road transport industry again as an operator then he would need to have first successfully undertaken an OLAT course and his application would be put to close scrutiny by the presiding Traffic Commissioner with a copy of this decision placed before them.
