Our objectives

1. Fix the broken housing market

We increase the supply of homes and implement policies that will help people to access the housing market, whether they are renting or trying to buy.

1.1 Supply a million homes by the end of 2020 and half a million more by the end of 2022 and put us on track to deliver 300,000 net additional homes a year on average by the mid-2020s

How we will achieve this
Make available £15.3 billion of new financial support for housing over the next five years, bringing total support to at least £44 billion over this period.
Reform planning to ensure that the right homes are built in the right places, supported by reforms to the system of developer contributions to ensure new house building includes the needed affordable housing and infrastructure.
Encourage the best practice in delivering high quality design to underpin the creation of great places to live.
Make sure sites are built out faster through stronger intervention by local authorities, Homes England and acting on the conclusions of the independent review chaired by the Rt Hon Sir Oliver Letwin.
Open up the market, getting SMEs, housing associations and local authorities to build more homes.
Support development, including the delivery of five new garden towns which provide the opportunity for transformational long-term housing growth.
Make housing and planning data openly available so new digital tools can be developed to improve housing supply and the planning process.

1.2 Improve people’s access to and experience of the housing market

How we will achieve this
Bring forward a green paper on the future of social housing.
Increase home ownership through schemes including Help to Buy.
Reform the home-buying process so that it is more efficient and less costly.
Tackle unfair practices in the leasehold market.
Reform the private rented sector, supporting longer more secure tenancies; giving renters greater clarity and control over fees they pay; and ensuring all landlords are members of a redress scheme.
Improve redress in the housing market, including considering the case for a single housing ombudsman.
Implement the Homelessness Reduction Act and halve rough sleeping by 2022.

2. Grow local economies

MHCLG will support local economies across the country to boost productivity and deliver inclusive growth for all our communities. We will make sure that local areas are ready to take advantage of opportunities presented by our exit from the EU.

2.1 Support local leaders

How we will achieve this
Implement and deepen devolution in existing deal areas.
Agree further mayoral devolution deals in major cities.
Develop a framework to provide clarity on our approach to devolution across England.
Continue to progress City and Growth deals in the devolved administrations.
Strengthen Local Enterprise Partnerships and Mayoral Combined Authorities

2.2 Agree local Industrial Strategies

How we will achieve this
Agree local industrial strategies that align with our national industrial strategy, which will focus on local challenges including raising skills levels; the identification of leading sectors; support for new high value businesses; and backing world-class science and innovation assets.
Support place-based initiatives such as the Northern Powerhouse, Midlands Engine, Oxford-Milton Keynes-Cambridge Corridor and the Thames Estuary.

2.3 Deliver local investment

How we will achieve this
Support the creation of a new UK-Shared Prosperity Fund.
Deliver local projects from the 2014-20 European Regional Development Fund.
Unlock growth and development through the £12 billion Local Growth Fund supporting local people to invest in infrastructure, housing and skills.

3. Build integrated communities

The Department will work to bring people and communities together. We will implement policies seeking to support integration and social cohesion, and to tackle the inequalities revealed by the Prime Minister’s Race Disparity Audit.

3.1 Integrated communities

How we will achieve this
Develop a new integrated communities strategy.
Allocate the Controlling Migration Fund to ease pressures on local services.
Establish a Holocaust Memorial and Learning Centre.

4. Support effective local government

MHCLG will support local government to deliver public services to local people. We will help local authorities become more efficient and will promote the use of best practice across the sector. We will ensure that local authorities have sufficient resources to provide necessary services to their communities.

4.1 Support better public services and improved efficiency

How we will achieve this
Support local delivery of the existing national Troubled Families Programme benefiting families, services and the taxpayer.
Consider unitarisation and mergers between councils where requested.

4.2 Local Government Sustainability

How we will achieve this
Use the Fair Funding Review to set new baselines on need and resources.
Reform the Business Rates Retention System to allow local government to continue to give local government greater control over the money they raise.
Build community resilience, supporting them to be ready for, respond to, and recover from emergencies.

5. Ensure an effective response to the Grenfell Tower fire

MHCLG’s response to the Grenfell Tower fire, including the Building Safety Programme, will ensure that those affected get the support they need and that residents of high rise buildings are safe and feel safe from fire, now and in the future.

5.1 Support for those affected by the Grenfell Tower Fire

How we will achieve this
Provide support to those affected by the Grenfell Tower fire, including working with RBKC to meet commitments to permanently rehouse households..
Full cooperation with the Grenfell Tower Public Inquiry.
Through the independent Taskforce, provide oversight and advice to the Royal Borough of Kensington and Chelsea Council on the recovery effort.

5.2 Ensure residents of high rise buildings are safe and feel safe from fire, now and in the future

How we will achieve this
Identify buildings that are unsafe and monitor and support their remediation.
Review the changes needed to make buildings safe in future and respond to Dame Judith Hackitt’s Independent Review of Building Regulations.

6. Exit from the European Union

6.1 Support a smooth exit from the EU

How we will achieve this
Establish a new UK Shared Prosperity Fund to support growth across our four nations
Develop plans to exit European funding programmes in line with the UK’s European Union exit objectives and negotiation plan
Implement statutory instruments (as appropriate) to support our construction, planning and building regimes following EU-Exit
Analyse impacts on housing and local government sectors
Work closely with local government and other stakeholders throughout the negotiations, to ensure the interests of every region are taken into account
