Child Safeguarding Practice Review Panel: interim chair
Karen Manners has been appointed by exception as interim chair of the Child Safeguarding Practice Review Panel.
The exceptional appointment was made to cover the vacancy resulting from the recent resignation of the last chair. Preparations are already underway to recruit for a new substantive chair.
Karen will serve from 24 March 2020 for a period of up to 9 months, standing down as soon as a substantive chair is in place. Remuneration is £500 a day for an estimated time commitment of 6 to 8 days per month.
She has not declared any conflicts of interest or political activity.
The Child Safeguarding Practice Review Panel is an independent expert committee which looks at all cases of serious harm or death of a child where abuse or neglect is suspected.
The panel is sponsored by the Department for Education and the appointment is made by the Secretary of State for Education.
Student Loans Company: chair
Peter Lauener was appointed non-executive chair of the Student Loans Company board for a term of 3 years from 1 April 2020. Remuneration is £50,000 per annum for an estimated time commitment of 8 days per month.
Peter holds 2 additional public appointments: he has been the chair of the Construction Industry Training Board since May 2018, and a non-executive director at Sheffield Children’s NHS Foundation Trust since September 2016.
Peter has declared the following conflicts of interest: he is the chair of Newcastle College Group (NCG), and was previously interim chief executive of the Student Loans Company.
He has not declared any political activity.
The Student Loans Company is an executive non-departmental public body sponsored by the Department for Education. It provides finance which enables people to invest in their futures through higher and further education.
Ofsted: chair
Professor Julius Weinberg’s appointment as chair of the Office for Standards in Education, Children’s Services and Skills (Ofsted) has been extended from 17 April 2020 until 31 July 2020.
Remuneration is £46,800 per annum for an estimated time commitment of 2 days’ work per week (pro rata for period of extension).
Professor Weinberg has not declared any conflicts of interest or political activity.
Ofsted is a non-ministerial department that inspects services providing education and skills for learners of all ages. It also inspects and regulates services that care for children and young people.

Student Loans Company: interim chair
Andrew Wathey was appointed as Interim Chair of the Student Loans Company (SLC) from 1 February 2020 until the conclusion of the ongoing recruitment process to appoint a permanent chair. The chair will provide leadership to the board of the SLC and direct its business, as well as providing support and constructive challenge to the executive leadership team.
Andrew is a long serving board member on the SLC board and will provide stability until the arrival of the permanent chair. Andrew is currently Vice Chancellor and Chief Executive of Northumbria University and has significant experience in senior leadership within the UK education sector.
The appointment was made by exception without competition under paragraph 3.3 of the Governance Code on Public Appointments, following consultation with the Commissioner for Public Appointments.
This interim appointment will not exceed 12 months. It will involve a commitment to attend board meetings (10 a year), board sub-committee meetings and other ad-hoc meetings as required.
Remuneration is £31,250 per annum, for 5 days per month, which will be paid to the University of Northumbia for Professor Wathey’s time.

Further Education Commissioner: Deputy Further Education Commissioner
The Secretary of State for Education, Gavin Williamson, has appointed Martin Sim as Deputy Further Education Commissioner.
The appointment is for a 2 year fixed term from 1 September 2019, with an expected time commitment of up to 200 days’ work per annum. The post is based on remuneration of £700 a day.
Martin Sim has not declared any involvement in political activities. He has worked at the following colleges: Salford City, Carlisle, Gateway, Barnfield, Vision West Nottinghamshire.
Residential Care Leadership Board: chair
Sir Alan Wood’s appointment as Chair of the Residential Care Leadership Board has been extended for 4 months from 7 November 2019. Remuneration is £550 per day for an estimated time commitment of 16 days.
Sir Alan has declared the following conflicts of interest: he is a member of the National Stability Forum and is the Chair of the What Works Centre.
He has not declared any political activity.
The Residential Care Leadership Board drives forward improvements to the children’s residential care system, and supports vulnerable children across the country.

Ofqual: board member
Dr Mike Cresswell’s appointment as board member for the Office of Qualifications and Examinations Regulation (Ofqual) has been extended for 6 months from 1 October 2019.
Remuneration is £6,000 per annum for an estimated time commitment of 20 days.
Dr Cresswell has declared the following conflict of interest: he is a member of the Assessment and Qualifications Alliance’s pension scheme in receipt of a retirement pension. He has not declared any political activity.

Mike Thompson, Susan Barratt and Matt Tee was appointed to the board of the Office of Qualifications and Examinations Regulation (Ofqual). They will serve from 1 September 2019 for terms of 3 years.

Roger Taylor was reappointed as Chair of the Office of Qualifications and Examinations Regulation (Ofqual) for 3 years, from 1 January 2020.

Ofsted: board membership
Carole Stott MBE, Hamid Patel CBE, Martin Spencer, Julie Kirkbride and Baroness Laura Wyld were appointed to serve on the Ofsted board from 1 August 2019.
Martin Spencer and Baroness Laura Wyld will serve terms of 4 years and Carole Stott MBE, Julie Kirkbride and Hamid Patel CBE will serve terms of 3 years. End dates are staggered to ensure continuity of the board.
John Cridland CBE and Venessa Willms OBE were re-appointed to serve for an additional 3 years from 18 July 2019.
Remuneration for each role is £8,282 per annum for an estimated time commitment of 20 days’ work.
Hamid Patel CBE, Martin Spencer, Julie Kirkbride, Venessa Willms and John Cridland CBE have not declared any political activity.
Carole Stott MBE is a Commissioner on the Labour Party Independent Commission on Lifelong Learning and Baroness Wyld is a Conservative member of the House of Lords.

Carole Stott MBE is chair of the board of governors at Bath College.
Baroness Laura Wyld is a member of the Social and Economic Impact of the Gambling Industry Committee of the House of Lords.

The School Teachers’ Review Body: review body appointments
Martin Post and Lynn Lawrence have been appointed to serve on the School Teachers’ Review Body (STRB).
Martin will serve from October 2019 and Lynn from September 2019 for 3 years.
Remuneration for both roles is £300 a day for an estimated time commitment of 25 days a year.

STRB makes recommendations on the pay, professional duties and working time of school teachers in England.
STRB is an advisory non-departmental public body, sponsored by the Department for Education.
Social Work England: non-executive director
Ann Harris OBE was appointed as a non-executive director for Social Work England, effective from 19 July 2019 and will serve a term of 3 years. Remuneration is £350 per day for an estimated time commitment of 20 days per annum.
Ann is also a non-executive director at the Money and Pensions Service, and has significant finance and procurement experience from working across a number of major change programmes in government.
Ann has not declared any political activity or conflicts of interest.
Social Work England is a non-departmental public body of the Department for Education. The appointment of board members is made jointly by the Secretary of State for Education and the Secretary of State for Health and Social Care.
Social Mobility Commission: chair
In December 2018, Dame Martina Milburn took on more responsibilities in her role as Chair of the Social Mobility Commission. The commission was awarded a new research and evidence fund and because of this the Secretary of State decided to remunerate the role.
The remuneration is £350 per day, claimable for up to 5 days per month, and will be backdated to December 2018 to cover the additional responsibilities.
The Secretary of State is updating the terms of the role under the Life Chances Act 2010. This legislation allows a minister to pay members of the Social Mobility Commission. He also considered the remuneration of chairs of other non-departmental public bodies alongside this.

Student Loans Company board: non-executive board members
The Department for Education ministers, and ministers in the devolved administrations, have appointed Charlotte Moar and Stephen Tetlow MBE as non-executive members of the Student Loans Company board. They will both take up post for 3 years from 7 May 2019.
Neither candidate has declared any involvement in political activities, or recorded any conflicts of interest. Re-appointments have been approved for 3 board members:
- Natalie Elphicke OBE and Simon Devonshire OBE (whose terms of appointment have been extended by 3 years from 1 April 2019)
- David Gravells (whose term of appointment has been extended by 18 months from 1 April 2019)
Natalie Elphicke has declared that she is married to a Conservative Party MP.
They will each receive a basic remuneration rate of £12,000 per annum, rising to a maximum of £17,000 per annum depending on additional responsibilities undertaken.

Adoption and Special Guardianship Leadership board: chair reappointment
Andrew Christie was reappointed as Chair of the Adoption and Special Guardianship Leadership Board for 3 years, from 1 April 2019.
Remuneration is £45,000 for an estimated time commitment of 75 days.
