Ofqual: board members

Delroy Beverley CCMI and Lesley Davies OBE have had their appointments as board members for the Office of Qualifications and Examinations Regulation (Ofqual) extended for 9 months from 1 April 2021.

Ian Bauckham CBE has had his appointment as a Board Member extended for 9 months from 1 March 2021; however, this role is currently suspended while he holds the position of Interim Chair.

The Secretary of State for Education has appointed Lord Wharton of Yarm, James Wharton, as Chair of the Office for Students for a period of 4 years commencing on 1 April 2021.

Remuneration is £59,000 per annum for a time commitment of approximately 2 days per week.

Lord Wharton of Yarm has not declared any conflicts of interest specific to this role. Lord Wharton of Yarm has declared other interests as a member of the House of Lords.

Adoption and Special Guardianship Leadership Board: chair

Krish Kandiah has been appointed as Chair of the Adoption and Special Guardianship Leadership Board. He will serve from 14 December for a period of 2 years.

Remuneration is £550 a day for a time commitment of up to 60 days a year.

The Adoption and Special Guardianship Leadership Board works to drive improvements in the performance of adoption and special guardianship services in England.

Further Education (FE) Commissioner: deputy FE commissioner

Nigel Duncan has been appointed as interim Deputy FE Commissioner. He will serve from 1st January 2021 for a period of one year.

Remuneration is £700 a day for a time commitment of up to 200 days per year.

Student Loans Company: board members

Mary Curnock Cook CBE and Professor Andrew Wathey CBE FRHistS FRSA have been reappointed as Non-executive Directors to the Student Loans Company (SLC) board. They will each serve an additional 3 year term, commencing from 11 December 2020.

Remuneration is £12,000 a year, rising to a maximum of £17,000, depending on participation in board sub-committees or other additional duties as agreed with the Chair. Each appointment will involve an estimated time commitment of 2 days a month.

Children’s Commissioner for England

The Secretary of State for Education has appointed Dame Rachel de Souza to serve as Children’s Commissioner for England for a period of 6 years commencing in March 2021.

This is a full-time role. Remuneration is between £120,000 and £130,000 per annum.

Dame Rachel has not declared any political activity. She has declared the following conflicts of interest:

Dame Rachel will resign from these positions prior to taking up the Children’s Commissioner for England role.

Child Safeguarding Practice Review Panel: chair

Annie Hudson has been appointed as Chair of the Child Safeguarding Practice Review Panel. She will serve from 24 December 2020 for a period of 3 years.

Remuneration is £500 a day for a time commitment of 6 to 8 days per month.

Annie Hudson has declared the following interests:

Student Loans Company: board members

Rona Ruthen and Gary Page have been appointed as non-executive directors to the Student Loans Company (SLC) board. The appointments started on 19 October 2020 for a period of 3 years.

Dayle Bayliss and John Cope have been appointed to serve as non-executive board members for the Institute of Apprenticeships and Technical Education (‘the Institute’). The appointments will start on 1 November 2020 for a period of 3 years.

Remuneration for each board member is £15,000 a year for an estimated time commitment of 2 days a month.

Office for Students: non-executive board member reappointments

The Secretary of State for Education has reappointed David Palfreyman and Simon Levine to the board of the Office for Students (OfS) as ordinary members for 3 years, from 1 January 2021.

These appointments are made under schedule 1, paragraph 2(1)(d) of the Higher Education and Research Act 2017, which permits the appointment of up to 12 ordinary or non-executive OfS board members. Remuneration is £9,180 a year for an estimated time commitment of 20 days. Neither appointee has declared any conflicts of interest or political activity.

The OfS is a non-departmental public body and has a remit to ensure that every student, whatever their background, has a fulfilling experience of higher education that enriches their lives and careers.

Further Education Commissioner: commissioner

Richard Atkins CBE’s appointment as Further Education Commissioner has been extended for up to 12 months from 24th October 2020.

Remuneration is £800 per day for an estimated time commitment of up to 4 days a week.

Social Mobility Commission: interim chairs

Sandra Wallace and Steven Cooper were appointed as interim chairs of the Social Mobility Commission (SMC) on a jobshare basis from 10 July 2020. The appointment will ensure accountability and strong leadership are maintained until the conclusion of an open recruitment process to appoint a substantive chair following the resignation of Martina Millburn on 29 April 2020.

Sandra and Steven will continue the work of the Social Mobility Commission as we look to a period of national recovery, working collaboratively on shaping the government’s commitment to levelling up all areas of the United Kingdom.

Sandra is a current SMC Commissioner and is a Managing Partner UK and Joint Managing Director Europe at DLA Piper. She is one of the most senior female lawyers in the UK and has previously headed DLA Piper’s UK Employment group. The Powerlist 2020 recognised Sandra as one of the top 100 most influential black people in Britain.

Steven is a current SMC Commissioner and is Chief Executive Officer at C.Hoare &Co. He has 32 years’ banking experience, most recently as chief executive officer of Barclaycard Business. He was CEO of personal banking at Barclays for both the UK and Europe and prior to this, CEO Business Banking. Steven sits on several advisory boards. He is a Non-Executive Director at Robert Walters PLC and the Financial Services Compensations Scheme and is an Alumnus of Harvard Business School.

The appointment was made by exception without competition under paragraph 3.3 of the Governance Code on Public Appointments, following consultation with the Commissioner for Public Appointments.

This interim appointment will not exceed 9 months. It will involve a commitment to attend SMC meetings, sub-committee meetings and other ad-hoc meetings as required. Remuneration is £350 per day for 2.5 days per month for each interim Chair. Neither Sandra or Steven have declared any conflicts of interest or political activity.

Ofsted: chair

Dame Christine Ryan has been appointed to serve as Chair of the Office for Standards in Education, Children’s Services and Skills (Ofsted). Her appointment will begin on 1 August 2020 and will be for a period of 3 years.

Remuneration is £46,800 a year for an estimated time commitment of 2 days per week. Dame Christine has not declared any conflicts of interests or political activity.

The Minister for Skills, Gillian Keegan, has appointed Sophie Seddon and Anthony Elliott as trustees of the Construction Industry Training Board (CITB).

We have extended Dr Patricia Rice’s appointment as Chair of the School Teachers’ Review Body (STRB) for 12 months from 1 September 2020.

We have extended Mr Ken Clark’s appointment as a board member on the STRB for 9 months from 1 December 2020.

We have reappointed Mr John Lakin as a board member for a period of 3 years from 1 September 2020.

Remuneration for both board members is £300 per day for an estimated time commitment of 25 days a year.

The STRB makes recommendations on the pay, professional duties and working time of school teachers in England. The STRB reports to the Secretary of State for Education and the Prime Minister. It is an advisory non-departmental public body, sponsored by the Department for Education.

Engineering Construction Industry Training Board (ECITB): trustee appointments

The Minister for Skills, Gillian Keegan, has appointed Jane Cooper, Daniel Gear, Cameron Gilmour, Stephen Hunt and Padraig Somers as trustees of the Engineering Construction Industry Training Board (ECITB).
