This guidance sets out the criteria and process for higher education providers seeking to apply for designation as an institution eligible to receive funding from the Higher Education Funding Council for England (HEFCE).
It updates and supersedes Annex A of the HEFCE report ‘Transfers between the further and higher education sectors’ (2001).
It applies to higher education providers in England only.
Changes occurring as a result of the Higher Education and Research Act 2017 mean that:

HEFCE will no longer exist after 31 March 2018

this guidance continues until 31 July 2019, but it’s no longer possible for HEFCE to consider new applications eligible for funding for the academic year 2018 to 2019 onwards
-
to be eligible for grant funding from the 2019 to 2020 academic year onwards, all English higher education providers will need to join the Office for Students (OfS) register
This guidance will be withdrawn on 1 August 2019.
