DFID is issuing an amendment for its results on Private sector capital mobilised by CDC. The figure for private sector capital mobilised for the 2 year period from January 2015 to December 2016 as reported in the Private Sector Investment Results sector pages was $2.8bn. This was based on initial figures provided by CDC using the OECD methodology. During quality control for the publication of CDC’s own annual review CDC reclassified a number of co-investments as not meeting the criteria for inclusion in private sector investment mobilised, and therefore amended the reported figure to $2.6 billion.
The OECD methodology is 1 of 3 methods of estimating private sector capital mobilised. This is the one DFID used for its headline indicator on private sector capital mobilised. There is also a methodology a consortium of multilateral development banks (MDBs) has developed and CDC’s own methodology for estimating private sector capital mobilised. Figures initially calculated using these methods also incorrectly included some investments which did not meet criteria for inclusion. Both have now been revised in CDC’s annual report. The MDBs method total figures for the two year period 2015-2016 have been revised from $2.8bn to $2.6bn. The CDC methodology total figure for same two year period 2015-2016 has been revised from $2.6bn to $2bn.
These figures are also now superceded by figures to 2017. The MDB methodology suggests private capital mobilised from 2015-2017 of $3.2bn, the CDC methodology suggests private capital mobilised from 2015-2017 of $2.3bn.
