HGV levy zero emission registration service privacy notice

The heavy goods vehicle (HGV) levy zero emission registration service is provided by the Department for Transport (DfT) to support its public task under the Heavy Goods Vehicle Road User Levy Act 2013. Its aim is to reduce unnecessary checks on exempt vehicles when travelling in the UK.
By opting to use this registration service, you accept, as the operator of the vehicle, or as a person authorised to act on behalf of the operator, that the information, including personal information, that you provide will be used to administer your application, including ensuring the validity of the application.
The information will be shared with other government agencies as necessary to process and ensure the validity of your application, including the Driver and Vehicle Licensing Agency (DVLA) the Driver and Vehicle Standards Agency (DVSA) and the Driver and Vehicle Agency (DVA), as well as NECSWS (who administer the foreign operator payment system on behalf of DfT).
Your data may also be shared with UK law enforcement bodies where we are required or permitted to do so under law.
By registering your vehicle as exempt, you will avoid unnecessary checks when travelling in the UK.
You may withdraw your registration at any time by contacting: hgvcharging@dft.gov.uk
Your details will be retained for fraud prevention purposes. In all cases, the information you have provided will be retained for a maximum of 5 years, or until a period of 12 months following the cessation of the exemption scheme.
What data is collected?
The following data is collected:
- the vehicle registration number
- the country of registration of the vehicle
- the name of the person making the legal declaration that the vehicle is zero emission – this person will be held accountable for making any false statements
- copies of documents demonstrating that the vehicle is zero emission
- the email address used to make the application
Suitable vehicle documents to demonstrate that the vehicle is zero emission, which could be:
- vehicle registration certificate, with field P3 saying electric or FC/hydrogen
- certificate of conformity (COC), showing information from section 4
How your data will be handled
Your data will be handled as set out in the department’s personal information charter. Any information passed on to our agencies for administrative or enforcement purposes will be handled as per the DVLA privacy notice.
The HGV zero emission registration service operates under this privacy policy, and your information may otherwise be used in accordance with the foreign operator payment system fair processing notice for the service where legal reasons arise for us to treat your information in accordance with the legal obligations of the HGV Levy Act 2013.
