NHS Digital (NHSD) – Chair extension

The appointment of Laura Wade-Gery as Chair of NHS Digital (NHSD) has been extended for 12 months with effect from 1 April 2021 to 31 March 2022.

The appointment will continue to involve a time commitment of 2 to 3 days per week. Remuneration for the role will be at a rate of £63,000 per year.

The appointment was made in line with the Cabinet Office Code of Governance for Public Appointments. The regulation of public appointments against the requirements of this code is carried out by the Commissioner for Public Appointments. Laura’s extension follows consultation with the Commissioner for Public Appointments.

In accordance with the Code, there is a requirement for an appointee’s political activity (if any is declared) to be made public. Laura Wade-Gery has not declared any political activity.

Patrick Eltridge, Ben Goldacre and Steve Woodford have been appointed as non-executive directors of NHS Digital (NHSD) for 3 years from 1 April 2021.

The appointments of Marko Balabanovic and Daniel Benton as non-executive directors of NHSD have been extended for 12 months with effect from 1 January 2021 to 31 December 2021.

The appointments involve a time commitment of 2 to 3 days per month. Remuneration for the roles are at a rate of £7,883 a year.

These appointments are made in accordance with the Cabinet Office Code of Governance for Public Appointments. The regulation of public appointments against the requirements of this Code is carried out by the Commissioner for Public Appointments.

Committee on Mutagenicity of Chemicals in Food, Consumer Products and the Environment – chair

Professor Gareth Jenkins has been appointed as chair of the Committee on Mutagenicity of Chemicals in Food, Consumer Products and the Environment for 3 years from 1 May 2021.

The appointments will involve a time commitment of around 3 meetings or days per year. There is no remuneration for the role.

Public Health England (PHE)

Professor George Griffin’s term of appointment has been extended as a non-executive member of Public Health England from 1 April 2021 until 31 October 2021.

National Data Guardian for Health and Care – preferred candidate

Dr Nicola Byrne has been named as the government’s preferred candidate for the post of National Data Guardian (NDG) for Health and Care.

Nicola was selected through an open public appointment process which commenced in August 2020 to appoint a successor to Dame Fiona Caldicott, whose extended term in this role was due to end on 31 March 2021. The government was saddened to hear of Dame Fiona’s death on 15 February and paid tribute to her in a statement issued that day.

Matt Hancock, the Secretary of State for Health and Social Care, has today invited the Health and Social Care Committee to hold a public pre-appointment scrutiny hearing at their earliest opportunity and report on the preferred candidate’s suitability for the post. This is in line with proposals for scrutiny of key positions in which Parliament has an interest.

After a hearing, the committee will set out its views on the candidate’s suitability. The Secretary of State will then consider the conclusions of the committee’s report carefully before deciding whether or not to proceed with the appointment.

Nicola is currently Deputy Medical Director, Caldicott Guardian and Chief Clinical Information Officer at South London and Maudsley NHS Foundation Trust. If appointed National Data Guardian, Nicola intends to retain a clinical role at the trust.

NHS Blood and Transplant (NHSBT) – non-executive directors

Philip Huggon and Joanna Lewis have been appointed as non-executive directors of NHS Blood and Transplant for 3 years from 1 March 2021.

The appointments will involve a time commitment of 2 to 3 days per month. Remuneration for the roles will be at a rate of £7,883 per year.

Professor Sir Munir Pirmohamed has been appointed as chair of the Commission on Human Medicines for 4 years from 12 February 2021.

The appointment will involve a time commitment of 33 days per year, including 11 meetings and any ad-hoc meetings based on need. Remuneration for the role will be up to £500 for the preparation required and attendance at each meeting.

Independent Reconfiguration Panel – member

Dr Zoe Penn has been reappointed as a member of the Independent Reconfiguration Panel (IRP) for 2 years from 1 May 2021.

The appointment will involve a time commitment of one to 2 days per month. Remuneration for the role will be £300 per day.

Human Fertilisation and Embryology Authority – members

Tim Child, Jason Kasraie, Catharine Seddon and Alison Marsden have been appointed as members of the Human Fertilisation and Embryology Authority (HFEA) for 3 years. Tim, Jason and Catharine are appointed from 18 January 2021 and Alison from 1 April 2021. From 1 January 2022, Catharine will be appointed as the Audit and Governance Committee Chair.

Laura Wade-Gery has transferred her non-executive director role at NHS Improvement to NHS England from 6 November 2020 until 31 July 2021.

Professor Sir Munir Pirmohamed has transferred his non-executive director role at NHS England to NHS Improvement from 6 November 2020 until 31 December 2021.

The appointments will continue to involve a time commitment of 2 to 3 days per month. Remuneration for the roles will be at a rate of £7,883 per year.

Reason for the transfers

Following an open competition, Laura Wade-Gery was previously appointed to the NHS Improvement board until 31 July 2021. As she has been appointed as interim chair of NHS Digital until 31 March 2021, she had to resign from her NHS Improvement role as this would have disqualified her from continuing as interim chair of NHS Digital. Ministers have directly appointed Laura to the NHS England board for the remainder of her planned term of office.

Also following an open competition, Professor Sir Munir Pirmohamed was appointed to the NHS England board until 31 December 2021. For balance, Sir Munir has resigned from the NHS England board and ministers have appointed him to the NHS Improvement board for the remainder of his planned term of office.

The department consulted the Commissioner for Public Appointments on the making of these appointments and he was content.

NHS Counter Fraud Authority – chair and non-executive directors

The following appointments have been made to the renewed NHS Counter Fraud Authority for 3 years from 1 November 2020:

  • Thomas Taylor has been appointed as Chair

Committee on Mutagenicity of Chemicals in Food, Consumer Products and the Environment – members

Amit Bhagwat has been appointed as a member of the Committee on Mutagenicity of Chemicals in Food, Consumer Products and the Environment (COM) for 3 years from 1 September 2021.

The appointments of Dr Carol Beevers and Dr Stephen Dean as members have been extended for 9 months from 1 April 2021 until 31 December 2021.

Health Research Authority – non-executive directors

Graham Clarke’s appointment as a non-executive director and Chair of the Audit and Risk Committee of the Health Research Authority (HRA) has been extended for 3 months with effect from 1 January 2021.

Richard Cooper, a current non-executive director of the HRA, will take up the Audit and Risk Committee Chair role from 1 April 2021 to 31 January 2022.

John Matheson has been reappointed as a member of the Review Body on Doctors’ and Dentists’ Remuneration for 3 years from 1 September 2020.

David Bingham’s first term of appointment has been extended from 1 April 2020 until 31 July 2020.

The appointments will continue to involve a time commitment of 15 meetings per year. Remuneration for the roles will be at a rate of £300 per day for preparation and attendance at meetings.

NHS Digital (NHSD) – chair

Laura Wade-Gery has been appointed as chair of NHS Digital, succeeding Noel Gordon on the completion of his 4-year term. Her appointment will be for a period of 7 months from 1 September 2020, ending on 31 March 2021. Laura is also a non-executive director of NHS England/Improvement (NHSE/I). During her period of appointment as Chair of NHS Digital, she will draw on both experiences to lead a review to determine the critical capabilities and digital operating model across NHSD, NHSX and NHSE/I needed to drive the digitally enabled wider system transformation envisaged in the NHS Long Term Plan. This will build on the closer collaboration between NHS Digital, NHSE/I and NHSX that has been so effective during the COVID-19 incident.

Laura Wade-Gery has been appointed directly to the role following consultation with the Commissioner for Public Appointments. An open competition will be run during her term of office to appoint a full-term chair from April 2021.

Commission on Human Medicines ‒ commissioners

Professor Poulam Patel, Professor Marc Turner and Professor Christopher Weir have been appointed as commissioners of the Commission on Human Medicines (CHM) for 4 years from 6 July 2020.

Dr Siraj Misbah has been reappointed from 1 July 2020 for 2 years and Dr Martin Wilson has been reappointed from 28 March 2020 for 4 years.

The appointments will involve a time commitment of approximately 22 days per year, including 11 meetings. Remuneration for the roles will be at a rate of £325 per meeting.
