Non-Executive Director appointments to the Medicines and Healthcare Products Regulatory Agency (MHRA)

The following people have been appointed as Non-Executive Directors of MHRA:

  • Dr Barbara Bannister
  • Professor Bruce Campbell
  • Matthew Campbell-Hill
  • Stephen Lightfoot

All these appointments are effective from 1 September 2015 for three years.

Also, two current Non-Executive Directors have been re-appointed:

  • Martin Hindle – for three years from 1 September 2015
  • Deborah Oakley – for three years from 1 September 2015

In addition, Deborah Oakley will be taking on the role of Audit and Risk Committee Chair from the 21 July 2015 and her remuneration with effect from this date will be at a rate of £13,137 per annum.

The appointments will involve a time commitment of 2 to 3 days per month. Remuneration for the roles will be at a rate of £7,883 per annum (with the exception for Deborah Oakley).

Although these appointments are not regulated by the Commissioner for Public Appointments, they have been made in accordance with the Code of Practice for Ministerial Appointments to Public Bodies. Appointments are made on merit and political activity played no part in the selection process. However, in accordance with the original Nolan recommendations, there is a requirement for appointees’ political activity (if any declared) to be made public. None have declared any political activity.

Stephen Lightfoot is also a Non-Executive Director, Deputy Chair of the Board and Chair of the Finance and Investment Committee at Sussex Community NHS Trust. Martin Hindle is also a Non-Executive Member of Public Health England.

Members appointments to Independent Reconfiguration Panel

Two new members have been appointed to the Independent Reconfiguration Panel with effect from the 1 May 2015 for three years:

  • Simon Morritt – NHS Management Member
  • Dr Suzanne Shale –Lay Member

In addition, the following people have been re-appointed as members of the Independent Reconfiguration Panel:

The appointments will involve a time commitment of one to two days per month. Remuneration for the role will be at a rate of £140 per day plus travel and subsistence expenses.

Non-Executive Director appointment to the National Institute for Health and Care Excellence (NICE)

Mr Timothy Irish has been appointed as a Non-Executive Director of the National Institute for Health and Care Excellence from 1 April 2015 for three years.

The appointment will involve a time commitment of 2 to 3 days per month. Remuneration for the role will be at a rate of £7,883 per annum.

This appointment is made in accordance with the Code of Practice for Ministerial Appointments to Public Bodies, issued by the Commissioner for Public Appointments. Appointments are made on merit and political activity played no part in the selection process. However, in accordance with the original Nolan recommendations, there is a requirement for appointees’ political activity (if any declared) to be made public. Mr Irish has not declared any political activity.

Non-Executive Director appointment to the NHS Litigation Authority (NHS LA)

Professor Keith Edmonds has been appointed as a Non-Executive Director of the NHS LA from 1 April 2015 for a period of three years.

The appointment will involve a time commitment of 2 to 3 days per month. Remuneration for the role will be at a rate of £7,883 per annum.

This appointment is made in accordance with the Code of Practice for Ministerial Appointments to Public Bodies, issued by the Commissioner for Public Appointments. The appointment was made on merit and political activity played no part in the selection process. However, in accordance with the original Nolan recommendations, there is a requirement for appointees’ political activity (if any declared) to be made public.

Professor Edmonds has not declared any political activity and does not hold any other Ministerial appointments.

Member appointments to the Committee on Mutagenicity of Chemicals in Food, Consumer Products and the Environment (COM)

Dr Carol Beevers has been appointed as a member of the COM from 1 April 2015 for a period of three years.

Dr Stephen Dean, Professor Gareth Jenkins, Professor David Kirkland and Professor Francis Martin have been re-appointed as members of the COM from 1 April 2015 for a period of three years.

All appointments will involve a time commitment of around three meetings per year. Remuneration for the role will be at the rate of £123 per meeting, plus a reading fee of £30 per meeting.

These appointments are made in accordance with the Code of Practice for Ministerial Appointments to Public Bodies, issued by the Commissioner for Public Appointments. Appointments are made on merit and political activity played no part in the selection process. Member appointments to the Administration of Radioactive Substances Advisory Committee (ARSAC)

Professor Sobhan Vinjamuri has been appointed as a member of the ARSAC from 1 April 2015 for a period of four years.

Mr David Jones has been re-appointed as a member of the ARSAC from 1 July 2015 for a period of 21 months.

Dr John Rees has been re-appointed as Chair of the ARSAC from 1 April 2015 for a period of four years.

All the appointments are unpaid and will involve a time commitment of 2 meetings a year and about 1.5 hours per week.

These appointments are made in accordance with the Code of Practice for Ministerial Appointments to Public Bodies, issued by the Commissioner for Public Appointments. Member appointments to Health Education England (HEE)

Dr Anna van der Gaag has been appointed as a Non-Executive Director of HEE with effect from 1 July 2015 for a period of three years.

Ms Kathleen Nealon has been re-appointed as a Non-Executive Director of HEE from 1 October 2015 for a period of three years.

These appointments will involve a time commitment of 2 to 3 days per month and remuneration for the role will be at a rate of £7,883 per annum.

Mr John Burdett has been re-appointed as a Non-Executive Director and Audit Committee Chair of HEE with effect from 28 June 2015 for a period of three years. This appointment will involve a time commitment of 2 to 3 days per month and remuneration for the role will be at a rate of £13,137 per annum.

Member appointments to the Human Fertilisation and Embryology Authority (HFEA)

Anita Bharucha has been appointed as a Member of the HFEA from 1 April 2015 for 3 years.

The appointment will involve a time commitment of three days per month. Remuneration for the role will be at a rate of £7,883 per annum.

This appointment is made in accordance with the Code of Practice for Ministerial Appointments to Public Bodies, issued by the Commissioner for Public Appointments. The appointment is made on merit and political activity played no part in the selection process. However, in accordance with the original Nolan recommendations, there is a requirement for appointees’ political activity (if any declared) to be made public.

Ms Bharucha has not declared any political activity and does not hold any other Ministerial appointments.

David Archard, who is currently a Member of the HFEA, has been appointed as Deputy Chair of the HFEA from 1 April 2015 to 31 October 2015. Remuneration for the role will be £8,630 per annum for a time commitment of three days per month.

Non-Executive Member appointments to the Pay Review Bodies

The terms of the following members of the Pay Review Bodies have been extended from the 1 April 2015 to 31 October 2015:

Joan Ingram has been re-appointed as a member of the NHS Pay Review Body from the 1 April 2015 for three years.

These appointments will continue to involve a time commitment of 15 days per year. Remuneration for the role will continue to be at a rate of £300 per day, for preparation and attendance at meetings.

These appointments are made in accordance with the Code of Practice for Ministerial Appointments to Public Bodies, issued by the Commissioner for Public Appointments. Non-Executive Director appointment to Monitor

Dr Tim Heyman has been appointed as a Non-Executive Director of Monitor from 16 February 2015 for 3 years.

The appointment will involve a time commitment of 2 to 3 days per month. Remuneration for the role will be at a rate of £7,883 per annum.

This appointment is made in accordance with the Code of Practice for Ministerial Appointments to Public Bodies, issued by the Commissioner for Public Appointments. Appointments are made on merit and political activity played no part in the selection process. However, in accordance with the original Nolan recommendations, there is a requirement for appointees’ political activity (if any declared) to be made public. Non-Executive appointments to the Food Standards Agency

Tim Bennett’s term as interim Chair of the Food Standards Agency has been extended from 28 December 2014 until 28 February 2015 or a new substantive chair is appointed. The appointment will continue to involve a time commitment of 2-3 days per week. Remuneration for the role will continue to be at a rate of £60,000 per annum.

Dr Henrietta Campbell’s term as interim Deputy Chair has also been extended from 28 December 2014 until 28 February 2015 or a substantive deputy chair is confirmed. The appointment will continue to involve a time commitment of 6 days per month, with some additional days as required. Remuneration for the role will continue to be at a daily rate of £290.38.

Both are joint appointments made by the Secretary of State for Health, the Health Ministers in Scotland and Wales, and the Minister of Health, Social Services and Public Safety in Northern Ireland.

Member appointments to the Standing Commission on Carers (SCOC)

Beth Britton, Dr Helen Brown, Francis Davis, Dr Mary Larkin and Dr Robina Shah have been appointed as members of the SCOC for three years starting from 1 January 2015.

The appointments will involve a time commitment of 4 quarterly meetings per year, plus occasional workshops, thematic policy days and participation in fact finding visits. Remuneration for the role will be at a rate of £200 for preparation and attendance at meetings and for other SCOC related events.

Although these appointments are not regulated by the Commissioner for Public Appointments they have been made in accordance with the Commissioner’s Code of Practice for Ministerial Appointments to Public Bodies. Appointments are made on merit and political activity played no part in the selection process. However, in accordance with the original Nolan recommendations, there is a requirement for appointees’ political activity (if any declared) to be made public. None have declared any political activity.

Dr Robina Shah is also a Board Member of the Ministry of Justice’s National Independent Advisory Committee on Hate Crime.

Non-Executive Director appointments to the Health Research Authority

Graham Clarke, Dr Allison Jeynes-Ellis, Deidre Kelly and Professor Nalin Thakker have been appointed as Non-Executive Directors of the Health Research Authority with effect from 1 January 2015 when the Health Research Authority will be established as an Executive Non-Departmental Public Body.

Graham and Allison are appointed for three years and Deidre and Nalin for two years. Graham will also be responsible for chairing the Health Research Authority’s Audit Committee. The appointments will involve a time commitment of 2 to 3 days per month. Remuneration for the role will be at a rate of £7,883 per annum, with the Audit Chair receiving £13,137 per annum.

These appointments are made in accordance with the Code of Practice for Ministerial Appointments to Public Bodies, issued by the Commissioner for Public Appointments. Professor Kelly’s other Ministerial appointments include Audit Committee Member of the General Medical Council and Associate Non-Executive Director at Royal Wolverhampton NHS Trust.

Commissioner appointments to the Commission on Human Medicines

Ms Eileen Barrett, Dr Richard Gilson, Dr Sarah Meredith and Dr Christopher Weir have been appointed as Commissioners to the Commission on Human Medicines (CHM), with effect from 15 December 2014 for a period of four years.The appointments will involve a time commitment of approximately 22 days per year, including 11 meetings. Remuneration for the role will be at a rate of up to £325 for the preparation required and attendance at each Commission on Human Medicines meeting.

These appointments are made in accordance with the Code of Practice for Ministerial Appointments to Public Bodies, issued by the Commissioner for Public Appointments. These appointments are made on merit and political activity played no part in the selection process. However, in accordance with the original Nolan recommendations, there is a requirement for appointees’ political activity (if any declared) to be made public.

Member appointment to the Human Fertilisation and Embryology Authority

The Rt Revd Dr Lee Rayfield, Bishop of Swindon, has been reappointed as a Member of the Human Fertilisation and Embryology Authority, with effect from 23 April 2015 for a period of 3 years. His appointment will continue to involve a time commitment of 3 days per month and the remuneration will remain at £7,883 per annum.

This appointment is made in accordance with the Code of Practice for Ministerial Appointments to Public Bodies, issued by the Commissioner for Public Appointments. The appointment is made on merit and political activity played no part in the selection process. However, in accordance with the original Nolan recommendations, there is a requirement for appointees’ political activity (if any declared) to be made public.

Advisory Committee on the Safety of Blood, Tissues and Organs (SaBTO) – Members

Mr Stephen Thomas, Dr Susan Brailsford, Dr Lynn Manson, Dr Akila Chandraseka, Dr Charles Newstead, Dr Rachel Hilton and Mr James Powell have been appointed as members from 24 November 2014.The appointments are for 3 years, with the exception of Mr James Powell, whose appointment will be for 18 months. The roles will involve a time commitment of 3 meetings per year. There is no remuneration for these roles and expenses will be paid in line with DH Policy.

Independent Scientific Advisory Committee – Chair and Members

Professor Patrick Waller has been reappointed as Chair from 1 January 2015 for 2 years. The role will continue involve a time commitment of up to 2.5 days per week. Professor Waller will receive remuneration of £49,950 per annum, plus expenses paid in line with ISAC policy. Ms Marcia Saunders has been reappointed as a member from 29 November 2014 for 2 years. Professor Peter Helms and Professor Benjamin Lipsky have been reappointed as members from 1 January 2015, for 3 years and 2 years, respectively. The roles will continue to involve a time commitment of four meetings per year, plus review of study protocols between meetings as requested by the Chair and Deputy Chair. Members will receive a meeting attendance fee of £174.

Chair appointment to Healthwatch England

Anna Bradley’s first term of appointment as Chair of Healthwatch England and Non-Executive Director of the Care Quality Commission (CQC) has been extended from 16 July 2015 to 31 March 2016.

Healthwatch England is a committee of the CQC. The chair is a Secretary of State appointment, which includes membership of the CQC board.

Anna’s appointment will continue to involve a time commitment of two to three days per week. Remuneration for the role will continue to be at a rate of £47,883 per annum.

The extension to this appointment was made in accordance with the Code of Practice for Ministerial Appointments to Public Bodies, issued by the Commissioner for Public Appointments. Appointments are made on merit and political activity played no part in the appointment process. Member appointments to the Human Fertilisation and Embryology Authority

Kate Brian and Anthony Rutherford have been appointed as Members of the Human Fertilisation and Embryology Authority, with effect from 12 November 2014 for a period of three years.

Margaret Gilmore and Yacoub Khalaf have been appointed as Members of the Human Fertilisation and Embryology Authority, with effect from 1 April 2015 for a period of three years.

The appointments will involve a time commitment three days per month and remuneration for the roles will be at a rate of £7,883 per annum.

These appointments are made in accordance with the Code of Practice for Ministerial Appointments to Public Bodies, issued by the Commissioner for Public Appointments. These appointments are made on merit and political activity played no part in the selection process. However, in accordance with the original Nolan recommendations, there is a requirement for appointees’ political activity (if any declared) to be made public.

Kate Brian has declared involvement with election work on behalf of the Labour Party. The other appointees have not declared any political activity. None hold other Ministerial appointments.

Committee on the Carcinogenicity of Chemicals in Food, Consumer Products and the Environment (COC) members

Dr Peter Greaves, Professor Julian Peto, Dr Christopher Powell, Dr Lesley Rushton and Professor Heather Wallace have been reappointed as members for 3 years from 1 April 2015. The roles will continue to involve a time commitment of up to 3 meetings per year and will continue to receive a fee of £123 per meeting, plus a reading fee of £30 per meeting. Expenses will be paid in line with Department of Health policy.

Joint Committee on Vaccination and Immunisation (JCVI) members

Dr Anthony Harnden, Professor Adam Finn and Dr Fiona van der Klis have been appointed as members for 3 years from 27 October 2014. The roles will normally involve a time commitment of up to 8 days per year. There is no remuneration for these posts, but expenses will be paid in line with Public Health England policy.

National information Board (NIB) lay members

Joanna Bibby, Matthew Campbell-Hill, Alex Kafetz, Sam Smith, Justin Whatling and Annie Whelan have been appointed as lay members for 2 years from 20 October 2014. The roles will normally involve a commitment to attend up to 10 meetings per year. Lay members will receive a reading / meeting attendance fee of £125, and expenses will be paid in line with Department of Health policy.

Chair of the Medicines and Healthcare Products Regulatory Agency

Professor Sir Michael Rawlins has been appointed as Chair designate of the Medicines and Healthcare Products Regulatory Agency. He will take up post formally from 1 December 2014 and his appointment will be for 3 years.

The appointment will involve a time commitment of between 2 to 3 days a week. Remuneration for the role is offered at a rate of £63,000 per annum.

Although not regulated by the Commissioner for Public Appointment’s Code of Practice, this appointment has been made in accordance with the Code. The appointment was made on merit and political activity played no part in the selection process. However, in accordance with the original Nolan recommendations, there is a requirement for appointees’ political activity (if any declared) to be made public. Professor Sir Michael Rawlins has not declared any political activity and does not hold any other Ministerial appointments.

Professor Sir Michael Rawlins was until recently Chair of NICE, a role from which he stood down in 2013. He is also currently Chairman of Biobank.

Appointment of Members to the Advisory Board on the Registration of Homeopathic Products (ABRHP)

Dr Ian Bailey, Dr Robert Boyle and Dr Robert Bracchi have been appointed members from 1 November 2014 for 4 years. The roles will normally involve a time commitment of up to 6 meetings per year and will receive a fee of £325 per day. Expenses will be paid in line with MHRA policy.

New and Emerging Respiratory Virus Threats Advisory Group (NERVTAG) members

NERVTAG is a new advisory group to provide the Chief Medical Officer, the Department of Health and other government departments with scientific risk assessments and mitigation advice on the threat posed by new and emerging respiratory virus threats, and on options for their management.

Professor Wendy Barclay, Dr Matthew Donati, Dr Benjamin Killingley and Dr Jim McMenamin have been appointed as members for 2 years. Professor Andrew Hayward, Dr Wei Shen Lim and Professor Peter Openshaw have been appointed as members for 3 years. Member appointments will commence on 10 October 2014.

They join the Chair Jonathan Nguyen-Van-Tam, and Members Professor John Edmunds, Professor Neil Ferguson, Professor Peter Horby and Dr Malcolm Semple, who were appointed earlier this year.

The time commitment for members will usually be 2 days per year. There is no remuneration for these posts and expenses will be paid in line with DH policy.

Mr Hossam Abdalla, Ms Amanda Gibbon, Professor Andrew Hall and Professor Anthony Warrens have been appointed as members of the Human Tissue Authority, with effect from 20 October 2014 for a period of three years. The appointments will involve a time commitment of 2 to 3 days per month and remuneration for the roles will be at a rate of £7,883 per annum.

These appointments are made in accordance with the Code of Practice for Ministerial Appointments to Public Bodies, issued by the Commissioner for Public Appointments. These appointments are made on merit and political activity played no part in the selection process. However, in accordance with the original Nolan recommendations, there is a requirement for appointees’ political activity (if any declared) to be made public. Advisory Committee on Antimicrobial Resistance and Healthcare Associated Infection (ARHAI) members

Dr Michael Moore and Dr Peter Moss have been appointed as members to the ARHAI. Dr Moore’s appointment will commence on 1 November 2014 and Dr Moss’ from 1 May 2015. The appointments are for up to 3 years. The role will normally involve a time commitment of up to 8 days per year. There is no remuneration for this post but expenses are paid in line with DH policy.

Lord Victor Adebowale and Dame Moira Gibb have been re-appointed as Non-Executive Directors of NHS England, with effect from 1 January 2015 for a period of four years.

The appointments will continue to involve a time commitment of 2 to 3 days per month. Remuneration for the role will continue to be at a rate of £7,883 per annum.

These appointments are made in accordance with the Code of Practice for Ministerial Appointments to Public Bodies, issued by the Commissioner for Public Appointments. Appointments are made on merit and political activity played no part in the selection process. However, in accordance with the original Nolan recommendations, there is a requirement for appointees’ political activity (if any declared) to be made public. Lord Adebowale is a Cross Bench Peer of the House of Lords. Dame Moira Gibb has declared no political activity.

Dame Moira Gibb is a Civil Service Commissioner. She is a non-executive director of the UK Statistics Authority, Chair of City Lit Adult Education College, Chair Designate of Skills for Care and is a member of the Council of Reading University. She also Chairs a local authority improvement board and is a non-executive director of Achieving for Children.

Lord Adebowale is currently Chief Executive and Company Secretary of Turning Point. He is also a visiting Professor and Chancellor at the University of Lincoln, a Fellow of the City and Guilds of London Institute and associate member of the Health Service Management Centre at the University of Birmingham. He is a director of Leadership in Mind and a non-executive director of THP-Innovate Ltd.

Non-Executive Member appointment to the Health and Social Care Information Centre

Dr Sarah Blackburn has been appointed as Non-Executive Member responsible for chairing the Assurance and Risk Committee of the Health and Social Care Information Centre, with effect from 15 September 2014 for a period of two years.

The appointments will involve a time commitment of 2 to 3 days per month. Remuneration for the role will be at a rate of £13,137 per annum.

These appointments are made in accordance with the Code of Practice for Ministerial Appointments to Public Bodies, issued by the Commissioner for Public Appointments. Appointments are made on merit and political activity played no part in the selection process. However, in accordance with the original Nolan recommendations, there is a requirement for appointees’ political activity (if any declared) to be made public. Chair and Non-Executive Director appointments to Health Research Authority

The Chair of the Health Research Authority (HRA), Professor Jonathan Montgomery has been re-appointed as Chair of the HRA with effect from 11 June 2015 for three years. His appointment will continue to involve a time commitment of two days per week. Remuneration for the role will continue to be at a rate of £45,000 per annum.

Dr Allison Jeynes-Ellis’s appointment as a Non-Executive Director of the HRA has been extended with effect from 2 July 2014 for six months. It will continue to involve a time commitment of between two and three days per month. Remuneration for the role will continue to be at a rate of £7,883 per annum.

Chair appointment to Monitor

Baroness Joan Hanham’s appointment as Chair of Monitor has been extended to 31 March 2016.

Her appointment will continue to involve a time commitment of 2 to 3 days per week. Remuneration for the role will continue to be at a rate of £63,000 per annum.

Deputy Chair and Member appointments to the Independent Scientific Advisory Committee

Mr David Irvine has been appointed as Deputy Chair of the Independent Scientific Advisory Committee (ISAC) for MHRA Database Research, with effect from 8th September 2014 for a period of three years.

Dr Wendy Knibb, Dr Emily McFadden and Professor Keith Neal have all been appointed as members of ISAC, with effect from 1st October 2014 for a period of three years.

The Deputy Chair appointment will involve a time commitment of 2.5 days per week and member’s time commitment will be four meetings per year plus review of study protocols between meetings. Remuneration for the roles will be at a rate of £40,000 per annum for the Deputy Chair and a meeting attendance fee of £174 for Members.

Chair appointment to the Advisory Board on the Registration of Homeopathic Products

Professor Angus Mackay has been appointed as Chair of the Advisory Board on the Registration of Homeopathic Products (ABRHP), with effect from 4th August 2014 for a period of four years.

The appointment will involve a time commitment of approximately 6 meetings per year. Remuneration for the role will be at a rate of £500 per day and expenses will be paid in line with Medicines and Healthcare products Regulatory Agency policy.

Member appointments to the Administration of Radioactive Substances Advisory Committee

Dr Charlotte Fowler and Professor Iain Lyburn have been appointed as members to the Administration of Radioactive Substances Advisory Committee (ARSAC), with effect from 1st September 2014 for a period of four years.

The appointment will involve a time commitment of 2 meetings per year and about 1.5 hours commitment per week. There is no remuneration for the role, but members are entitled to allowances for travel and subsistence at rates set by ARSAC in line with current government policy.

This appointment is made in accordance with the Code of Practice for Ministerial Appointments to Public Bodies, issued by the Commissioner for Public Appointments. This appointments is made on merit and political activity played no part in the selection process. However, in accordance with the original Nolan recommendations, there is a requirement for appointees’ political activity (if any declared) to be made public. Dr Fowler and Professor Lyburn have not declared any political activity or hold any other Ministerial appointments.

Non-Executive Director appointments to Health Education England

Professor David Croisdale-Appleby and Sir Stephen Moss have been appointed as Non-Executive Directors of Health Education England, with effect from 1st September 2014 for a period of three years.

The appointments will involve a time commitment of 2 to 3 days per month. Remuneration for the roles will be at a rate of £7,883 per annum. These appointments are made in accordance with the Code of Practice for Ministerial Appointments to Public Bodies, issued by the Commissioner for Public Appointments. Appointments are made on merit and political activity played no part in the selection process. However, in accordance with the original Nolan recommendations, there is a requirement for appointees’ political activity (if any declared) to be made public. Both have declared no political activity and Professor Croisdale-Appleby is also appointed as Shadow Chair of the Standing Commission on Carers.

New and Emerging Respiratory Virus Threats Advisory Group (NERVTAG) Chair and members

Chair appointment to the shadow NHS Pensions Board

Rachel Court has been appointed as Chair of the Shadow NHS Pensions Board, the precursor to the pension board to be established in regulations. Her appointment is with effect from 7th July 2014 with the intention that the appointment will rollover to the NHS Pensions Board once it is legally established, for a total period of three years. The appointment will involve a time commitment of 2 to 3 days per month. Remuneration for the role will be at a rate of £13,137 per annum.

Chair appointment to the Standing Commission on Carers

Professor Croisdale-Appleby has been appointed as Chair of the Standing Commission on Carers, with effect from 1 January 2015 for a period of three years. He will take up post as shadow to the current chair on 1 August 2014.

The Standing Commission on Carers is an independent advisory body providing expert advice to ministers and the Carers Strategy Cross Government Board on progress in delivering the national carers strategy. The Standing Commission was established in December 2007. It identifies strategic challenges and opportunities associated with caring, paying particular regard to:

  • demographic changes
  • developments in public policy
  • changing relationships in families
  • equality and diversity
  • improvements in technology

The appointment will involve a time commitment of at least one day per week in addition to chairing 4 quarterly meetings and other SCOC related events. Remuneration for the role will be at a rate of £15,000 per annum, plus an additional fee of £400 per meeting.

This appointment was made in accordance with the Code of Practice for Ministerial Appointments to Public Bodies, issued by the Commissioner for Public Appointments. Appointments are made on merit and political activity played no part in the selection process. Committee on Medical Aspects of Radiation in the Environment (COMARE)

Dr Jane Barrett and Dr Frank De Vocht have been appointed members from 1 July 2014 for 3 years. As members they will receive a fee of £98.50 per meeting and an additional reading fee of £25 per meeting for a time commitment of up to 3 days per year, plus additional time to read papers and prepare for meetings. Expenses will be paid in line with Department of Health policy.

National Advisory Group for Clinical Audit and Enquiries (NAGCAE)

Dr Nicholas Bishop and Ms Katharine Young have been appointed as members from 30 June 2014. Dr Bishop’s appointment is for 3 years and Ms Young’s is for 4 years. The role will normally involve a time commitment of up to 15 days per year, including 4 to 6 meetings a year. Members will receive a fee of £144.62 per day and expenses will be paid in line with HQIP’s expenses policy.

National Joint Registry Steering Committee (NJRSC)

Mr Rob Hurd has been appointed NHS Management Member from 6 May 2014. Peter Howard and Andrew Price have been appointed Orthopaedic Surgeon Members from 27 May 2014. All have been appointed for 3 years. The roles will involve a time commitment of up to 4 meetings per year, plus any additional sub-committee meetings. There is no remuneration for this post.

Professor Sir John Burn, Noel Gordon and David Roberts have been appointed as Non-Executive Directors of NHS England, with effect from 1 July 2014 for a period of four years.

The appointments will involve a time commitment of 2 to 3 days per month. Remuneration for the role will be at a rate of £7,883 per annum.

These appointments are made in accordance with the Code of Practice for Ministerial Appointments to Public Bodies, issued by the Commissioner for Public Appointments. Quality and Clinical Risk (QCR) Committee

Gillian Adams, Neeta Mehta and Linn Phipps have been appointed Public and Patient Voice (PPV) representatives from 12 May 2014 for 18 months. The role will normally involve a minimum time commitment of 9 days per year, one day allocated to QCR Committee meetings (held every two months) and half day preparation for each meeting. PPV representatives will receive an honorarium of £150 per day and will receive expenses in line with NHS England policy.

Rare Diseases Advisory Group (RDAG)

Mr Paul Streets OBE has been appointed Chair from 12 May 2014 for 3 years. The Chair will receive a fee of £268 per day for a minimum of 8 days annually and will receive expenses in line with NHS England policy.

Advisory Committee on Dangerous Pathogens (ACDP)

Professor George Griffin’s term as chair has been extended from 9 September 2014 to 31 March 2015. There is no remuneration for this post. The time commitment is 3 meetings per year and any sub-group meetings as applicable, plus email correspondence as required.
Members, Professor Malcolm Bennett and Dr Roland Salmon have been reappointed from 28 April 2014 for 3 and 2 years, respectively. Professor Jean Manson has been reappointed from 2 June 2014 for 2 years. There is no remuneration for these posts and the time commitment will be 3 meetings per year.

Non-Executive Director appointments to the Care Quality Commission

Robert Francis QC and Paul Rew have been appointed as Non-Executive Directors of the Care Quality Commission, with effect from July 2014 for a period of three years. Paul Rew will also be responsible for chairing the Audit and Risk Committee.

The appointments will involve a time commitment of 2 to 3 days per month. Remuneration for the role will be at a rate of £7,883 per annum, with the chair of the Audit and Risk Committee receiving £13,137 per annum.

These appointments are made in accordance with the Code of Practice for Ministerial Appointments to Public Bodies, issued by the Commissioner for Public Appointments. Appointments are made on merit and political activity played no part in the selection process. However, in accordance with the original Nolan recommendations, there is a requirement for appointees’ political activity (if any declared) to be made public. Iain Osborne has been appointed as Non-Executive Director of Monitor, with effect from 19 May 2014 for a period of three years.

The appointment will involve a time commitment of 2 to 3 days per month. Remuneration for the role will be at a rate of £7,883 per annum.

Advisory Committee on Antimicrobial Resistance and Healthcare Associated Infections (ARHAI)

Mike Sharland has been reappointed as chair from 19 May 2014 for 3 years.

Members, Mr Martin Kiernan and Professor Peter Wilson have been reappointed for 3 years, from 12 May 2014 and 21 July 2014, respectively.

Members Dr Kieran Hand and Professor Alan Johnson have been reappointed for 2 years, from 21 August 2014 and 21 July 2014, respectively

There is no remuneration for chair and members for a time commitment of up to 5 days per year.

Patient and Public Voice Advisory Group (PPVAG)

Mr Jason Stamp has been appointed chair for 3 years from 12 May 2014. He will receive £150 per day for a minimum time commitment of 24 days per year.

Advisory Committee on the Safety of Blood, Tissues and Organs (SaBTO)

Dr Lorna Williamson has been reappointed as member from 1 May 2014 to 30 November 2016. There is no remuneration for this post and the time commitment will be for up to 4 meetings per year, plus one open meeting, with additional days for sub-committee work or ad hoc meetings.

Rapid Review Panel (RRP)

Professor Kate Gould, Mr Wayne Spencer and Dr Jimmy Walker have been appointed as members from 10 April 2014 for 3 years. There is no remuneration for these posts and will involve a time commitment of 8 days per year, including attendance at 4 meetings per year.

Joint Committee on Vaccination and Immunisation (JCVI)

Dr Peter Baxter has been reappointed as member from 1 April 2014 for 3 years and Professor Matt Keeling has been reappointed from 1 April for 4 years. There is no remuneration for these posts and will involve a time commitment of 6-8 days per year.

These appointments were made on merit and in accordance with the principles of the Code of Practice for Scientific Advisory Committees (CoPSAC) and the Code of Practice issued by the Commissioner for Public Appointments.
