Recommendations, made to government and Network Rail, include that:

• government should publish a clear statement of policy for the delivery of digital signalling
• government and industry partners should work together to stimulate the development of knowledge, skills and capability within the wider UK rail industry
• Network Rail should find ways to open up its supplier base to a wider range of organisations

plus several other proposals.

These recommendations were created by a ministerial group formed, in autumn 2016, specifically to advise on this area.
