We issued a 2-year improvement notice on 8 April 2010, and a second improvement notice on 5 March 2012.

An Ofsted inspection of Calderdale Council’s child protection services report, published on 26 July 2013, assessed all sub-judgements as “inadequate”. Despite clear progress in many areas of the service, the inspectors felt that the council had failed to identify/address other problems, despite previously being alerted to those weaknesses.

Ministers issued a final direction on 28 October 2013 that required an independent review to report in January 2014.

This direction has now closed. We issued a letter on 1 December, ending the department’s intervention.
