This direction has been revoked and replaced with an improvement notice issued on 5 August.
The direction is in response to:

an Ofsted monitoring visit that found that children’s services, in particular children in care, had deteriorated since the Ofsted inspection in January 2019
-
Ofsted and the Care Quality Commission’s (CQC) report of the joint area SEND revisit, between 15 and 17 October 2019, that confirmed a lack of progress in addressing weaknesses in SEND service provision
The above letter has been issued to Kingston upon Hull City Council. It outlines the principles which the Department for Education has agreed in response to a request for flexibilities from the local authority to enable it to deliver the requirements of its statutory direction, while responding to the challenges of the coronavirus (COVID-19) outbreak.
