This is for:

  • local authorities
  • headteachers
  • curriculum managers
  • special educational needs co-ordinators

It applies to all local-authority-maintained schools.

This guidance explains when and how national curriculum programmes of study and assessment arrangements may be disapplied:

  • to develop the school curriculum for a particular group of students
  • for curriculum development and experimentation
  • for pupils who have a statement of special educations needs

This relates to the Education Act 2002 (sections 90, 92 and 93).
