This interim report on the domestic private sector minimum energy efficiency standard regulations presents evidence from surveys and interviews with landlords and other stakeholders, conducted during 2018 and 2019. The report assesses:

• early awareness and understanding of the regulations
• decision making in response to the regulations
• identification of their potential impacts

Future reports will assess the impact of the regulations.

The evaluation was conducted by ICF, Kantar Public, Ereda Consultants and Professor Peter Kemp on behalf of BEIS.
