This document contains the following information: The first part of this draft Bill covers the meaning of charity and charitable purposes. The second part looks at the regulation of charities. It includes the topics of: the Charity Commission; the Charity Appeal Tribunal; registration of charities; the application of property cy-preás; assistance and supervision of charities by court and commission; audit of accounts; charitable organisations; powers to spend capital and mergers. The third part looks at funding.

This Command Paper was laid before Parliament by a Government Minister by Command of Her Majesty. Command Papers are considered by the Government to be of interest to Parliament but are not required to be presented by legislation.
