The Budget Responsibility Bill will introduce the ‘fiscal lock’ to ensure fiscally significant announcements made by the government will be subject to an independent assessment by the Office for Budget Responsibility.

Details

The government will specify further details of the fiscal lock in the Charter for Budget Responsibility which outlines the government’s fiscal framework. The government has published draft Charter text to set out how the policy will be implemented and therefore support parliamentary scrutiny. The draft text will be incorporated into the Charter for Budget Responsibility in due course in the usual way.
