The framework sets out the three strategic outcomes of:
- reducing drug use
- reducing drug-related crime
- reducing drug related deaths and harm
We aim to deliver these through our intermediate outcomes of:
- reducing drug supply
- increasing engagement in treatment
- improving recovery outcomes
Eleven headline and 22 supporting metrics monitor progress towards these intermediate and strategic outcomes in the drugs strategy.
The supporting measures have two key aims:

More timely interim, and/or proxy measures, which can tell us about direction of travel towards the strategic and intermediate outcomes.

A wider picture of the system allowing us to monitor the health of the whole system and to see unexpected trends or provide early warning.
