Discretionary learner support (DLS) is aimed at supporting learners aged 19 or over, who are facing financial hardship.

This reports presents findings from research to assess whether the DLS supports disadvantaged learners. The review assessed the impact and effectiveness of the DLS fund for the academic year 2011 to 2012. It analysed the characteristics of recipients, and considered whether the funding provided value for money.
