This prison service instruction (PSI) describes the process by which foreign national prisoners should be considered for early removal from prison and the UK under the early removal scheme (ERS). The scheme allows for any foreign national serving a fixed sentence who is liable for removal from the UK to be removed from prison and deported up to 12 months before the earliest release point (usually the halfway point) of their sentence.
This PSI includes guidance on:
- considering a prisoner for early removal
- calculating the early eligibility date
- the early removal process and paperwork
This is a current PSI. It came into effect on 11 February 2013 and was last updated on 15 June 2022.
