Early years financial incentives pilot: S31 grant information and guidance

Funding for local authorities involved in the pilot to test the impact of financial incentives when recruiting early years staff.

Details

The S31 grant letter lists the funding allocation for each local authority in the pilot treatment group.

The guidance document is for local authorities to help them deliver the pilot.

Local authorities invited to take part in the pilot have been randomly allocated into 2 groups:

  • treatment group – these local authorities will provide financial incentive payments to early years workers in their area
  • control group – these local authorities will not provide financial incentives, but will complete light-touch reporting for the evaluation

The pilot will run from April to December 2024. Each eligible worker will receive up to £1,000 after tax and National Insurance.

The Secretary of State for Education makes grant determinations under section 31 of the Local Government Act 2003.
