Because Kodak and ColourCare account for about half of the photo processing market in Great Britain, the proposed acquisition of ColourCare’s wholesale processing operation by Kodak was referred to the Competition Commission. The Commission concluded that the acquisition would not be against the public interest because large retail chains with considerable buyer power control the retail customer base. In addition the market is quite price sensitive and there is the possibility of retailers switching to mini labs.

This Command Paper was laid before Parliament by a Government Minister by Command of Her Majesty. Command Papers are considered by the Government to be of interest to Parliament but are not required to be presented by legislation.
